Mayor Garnet mentioned the mobile home park. <br /> <br />Cotmcihnember Kurak stated that with regard to relocation of that park - one person owns the <br />land but the structures are owned by others. <br /> <br />Mayor Gamec stated that he didn't see going to the expense of putting in sewer and water in the <br />mobile home park if the City is planning to buy it. <br /> <br />Mr. Aberc stated the City could just decide to offer them sewer and water. <br /> <br />Mr. Norman talked about the moratorium and if we are ever going to get improvements - you <br />have to hold the land down to keep the cost down. 20,000 people fight the traffic issues but it's <br />the property owners that will come in and say they need more for their land. <br /> <br />Councihncmber Elvig stated that the City needs to have our vehicles in line before we do the <br />mapping because they will come to us and ask to be bought but they have the first right of <br />refusal. <br /> <br />Assistant Community Development Director Trudgeon talked about the "vehicle" to do this and <br />reiterated that thc Planning Commission is discussing this issue at a meeting later tonight. <br /> <br />Ms. Tuchle suggested that the City would want to give the property owners some sort of a time <br />line - give them information with regard to improvements they can make, etc. <br /> <br />Councilmcmber Kurak asked how she can tell people that we have just cut the value of their <br />propcrty -- they can prove that we devalued their property. Whatever happened to the notion that <br />someone wants to build a building and try to make some money - would we not allow them to <br />do that? <br /> <br />Assistant Public Works Director Olson stated that sure, we can let them do that. <br /> <br />Ms. Tuehle stated we are planning to use the time between now and February to keep talking <br />about things like this. Tonight we are just getting through the AUAR piece. We will be coming <br />back to discuss other issues. Official mapping does not make it so you are stuck on just one <br />thing. <br /> <br />Mayor Gamec talked about the building having no value - only the property has value. Does the <br />County fi'eeze the value of the land too, to which Mr. Abere responded that the appraisers will <br />take all kinds of things into account. <br /> <br />Mr. Abere continued that there is a lot of text in this document and that the discussion has kind <br />of skipped around. One thing he wanted to mention is that MnDOT could decide they want to <br />get involved in cleaning up some of the access points on Highway #10. <br /> <br />Ms. Tuehle stated that when we first started talking about this, MnDOT was not where they are <br />now.
