that you are somewhat constrained with what you can do with Highway #10. There is also the <br />issue of the railroad. You need to look at what you will be doing to provide access points. The <br />study we looked at showed three lanes in each direction. Justification points heavily to these two <br />graphics. This is not a taking - this is a land use action that reflects that it's more clearly <br />highway right-of-way as a use for this area. He pointed out that only local governments can <br />o£ficially map. There has to be justification and there is physical justification - you have all <br />these acccss points. You have the opportunity to tap into these resources through right-of-way <br />fimds. You have fitnds available on a revolving basis. There is work to be done with regard to <br />cooperation between MnDOT and the City of Ramsey. You are able to access what funds are <br />available - "RALF" is one and is a no-interest loan. MnDOT gets into the project development <br />cycle -- they are getting federal and state funding. The money to acquire that land comes in for <br />MnDOT then back through the City of Ramsey to repay loans. <br /> <br />Councihnember Kurak asked them to find out if there are limitations - what are the property <br />owner's rights, etc. <br /> <br />J ocli Tuchlc stated she would make sure that staff gets a copy of everything to review. <br /> <br />Councihnember Pearson inquired can you do this piecemeal or can it only be done all at once to <br />which Mr. Abere replied that piecemeal is fine. <br /> <br />Counci hnember Elvig asked what the goal is for this meeting tonight. <br /> <br />Ms. Tuchle answered it is to make sure Council is comfortable with the responses to the issues <br />and questions and comfortable with what the agencies are saying. <br /> <br />City Administrator Norman stated that we have completed the AUAR which officially begins the <br />ofl:icial nmpping process. <br /> <br />Ms. Tuchlc stated that they will work with staff and Council to make sure all questions are <br />a~lsworod, crc. <br /> <br />Mt'. Norman talked about where the process is now and the fact that the Planning Commission is <br />dealing with this on their agenda tonight. <br /> <br />Councihnember Elvig stated it sounds like this is going forward and we are a candidate for <br />official mapping. <br /> <br />M r. Norman commented that MnDOT stepping up and funding the mapping piece is good. <br /> <br />Mr. Abcre stated tha in the report that deals with options for the management of portions of <br />Highway #10 - it deals with the legals of official mapping. You will need to be prepared to have <br />a body of decision makers in place for when property owners come forward ready to proceed. <br />It's more common to be dealing with agricultural fields - not like this with some developed <br />properties.
