The Rcaltor representing Mr. Menard stated that he has a ten-acre parcel with an accessory
structure, but no residence. He is looking at selling the property for business purposes because
most of the surrounding properties are operating commercial businesses. His concern with the
ordinance as proposed is that he does not want to build an industrial park on the north side of
Ramsey.

Associate Planner Wald stated that staff tried to keep the code more general to allow the Council
flexibility, but she was hearing the Council may want more information.

Community Development Director Frolik noted that they could include the density surrounding
the property as one of the criteria to consider.

Councilmember Cook stated that he did not think that they wanted to stop the small garage
shops.

Councihnember Elvig stated that he likes the idea of a person being able to use their home for a
business, because it is a wonderful way to start a business.

Associate Planner Wald stated that staff will continue working on language based on the Council
discussion.

5) Comprehensive Plan Strategic Planning

City Administrator Norman stated that during a recent Council meeting, Councilmembers
requested that the Council discuss the concept of Comprehensive Plan strategic planning in a
work session.

City Council Work Session/November 3, 2003
Page 11 of 13
