Councihnember Strommen stated that she had requested that the item be placed on a work <br />session agenda so that the Council could spend some time reviewing the City's Comprehensive <br />Plan. <br /> <br />City Administrator Norman suggested that they bring a facilitator in to hold a strategic planning <br />session in January to discuss the overall future of the City. <br /> <br />Consensus of the City Council was to direct staff to look into possible locations for holding a <br />strategic planning session in January and research possible funding options. <br /> <br />Mayor Gamec noted that he would like to look at sending Councilmembers out to the National <br />League of Cities event in D.C. to support the transportation bill they are seeking. <br /> <br />6) Council Meetings <br /> <br />Thc Council scheduled a Council work session and budget work session on November 10th to be <br />held before and after the regular City Council meeting. <br /> <br />Staff was directed to work with the Park Commission on scheduling a joint meeting for <br />November 18th. <br /> <br />7) Town Center Review Board <br /> <br />City Administrator Norman stated that the development agreement between the City and the <br />Ramsey Town Center, LLC, defines the creation of a Town Center Review Board. The Review <br />Board is also created in the Town Center ordinances as a necessary step in the planning process <br />for all Town Center approvals. Article 1.2 of the Development Agreement states that the City <br />will appoint members of the Town Center Review Board within 90 days after the signing of the <br />Development Agreement. The purpose of the board is to identify design standards, discuss the <br />make-up of the commercial piece, etc. This board will have a lot of duties and will be very busy. <br /> <br />Councilmember Elvig stated that he thought it was important for the Town Center Review Board <br />to include the Mayor. <br /> <br />City Administrator Norman noted that Councilmember Kurak suggested that they bring in a <br />citizen that participated in the Town Center focus group. <br /> <br />The Council discussed possible appointments and directed staff to put together a list of possible <br />candidates, including members from the Planning Commission and Town Center Task Force, and <br />bring it back for action at an upcoming Council meeting. <br /> <br />City Administrator Norman questioned how many members should serve on the Review Board. <br /> <br />City Council Work Session/November 3, 2003 <br /> Page 12 of 13 <br /> <br /> <br />
