Dave Schulte, Turtle Moon, Inc explained that the reason they were proposing all private streets <br />was they were trying to avoid through traffic from Riverdale. <br /> <br />Consensus of the City Council was to incorporate a public street with two access points in the <br />development as depicted by staff on the sketch plan during the meeting. <br /> <br />Mayor Gamec inquired if members of the Police and Fire Departments had reviewed the plan. <br /> <br />Associate Planner Wald replied yes, explaining that they have already provided the developer <br />with their concerns and the developer is going to make some changes to the plan based on those <br />concerns. Ms. Wald noted that they did like the concept of the alleyways. <br /> <br />Mayor Gamec inquired if the development will include any additional parking spaces for guest <br />parking. <br /> <br />Mi'. Sullivan explained that they plan on each unit having five parking spaces: two in the garage, <br />two in the driveway and one on the street. <br /> <br />Councihnernber Elvig stated that the one concern he has is that when people move into these <br />units they are given a large document explaining the establishment of a homeowners association <br />and the maintenance of private streets, that they usually don't read entirely, and then in a couple <br />years the City ends up in a situation where the residents come to the City wanting the City to take <br />over their private streets. He suggested that staff put together language in the development <br />agreement making it clear that the streets are private streets or that the streets include signage <br />identifying the roads as private streets to protect the City from those situations. <br /> <br />Mayor Gamec replied that they have talked about placing that information on the covenants or <br />the deed so that the residents would know that information up front. <br /> <br />Mr. Schulte explained that they are required to provide a buyer with the home association <br />documents and then they have 15 days to review the documents. <br /> <br />Councilmember Cook stated that he thought it would be a good idea to have specific signs for <br />private roads so that people know right away when they are looking at a development that the <br />roads are private. <br /> <br />Community Development Director Frolik noted that staff has talked about using blue street signs <br />for private drives. <br /> <br />3) 2:00 A.M. Bar Closing <br /> <br />City Administrator Norman explained that the 2003 Minnesota Legislative Session passed <br />legislation to allow for the sale of alcohol beverages on liquor licensed premises until 2:00 a.m. <br />on all days of the week, effective July 1, 2003. The Ramsey City Council consid4red the item in <br />a work session on July 8, 2003.
