Mr. Delaney stated that the City recently implemented a franchise fee based on a per meter <br />charge, but he has six meters on his property because of the Game Fair event and asked if he was <br />going to have to pay a fee for each of those meters. <br /> <br />Consensus of the City Council was to direct staff to place the issue on a future work session <br />agenda for Council discussion. <br /> <br />2) Ryland Development <br /> <br />Associate ?lanner Wald explained that Turtle Moon, Inc. and Ryland Homes submitted a sketch <br />plan to develop 287 townhouse units on the property located south of Highway #10 and north, <br />east, and west of Riverdale Drive. The sketch plan is proposing several deviations from the <br />City's building setback and private street standards. Those deviations included all private streets <br />within the development, which include 28-foot wide private streets as well as 20 foot wide <br />private "alleyways". The 28~foot wide private streets would be permitted as long as parking is <br />restricted to one side, which the developer is agreeable to, but the 20-foot wide private <br />"alleyways" are not addressed in City Code. City Code does require that there be at least one <br />main thoroughfare through the development to be dedicated as a public street. Staff was <br />recommending that the sketch plan be revised to include a combination of public and private <br />streets. Also the R-3 district requires a 25-foot building setback along private streets. The units <br />are set back fi'om the private streets ranging from 20 to 28 feet. In general, the front yard setback <br />(faces the 28-foot wide private street) is 28 feet and the rear yard setback (faces the 20-foot <br />alleyways) is 20 feet. <br /> <br />Councihnember Elvig stated that he has a problem with not building driveways that are able to <br />accommodate big trucks, but obviously the developer has done their research and now their <br />market study so he could not argue with that. In Minneapolis, where they do have alleyways, <br />there was a problem with garbage pick-ups during the winter months because trucks could not <br />get through once all of the snow was piled up. <br /> <br />Brian Sullivan, Ryland Homes, explained that the difference in this situation is that the <br />homeowners associations would maintain the alleyways. <br /> <br />Councihnember Cook explained that the City required 25-foot driveways in the Village of <br />Sunfish Lake development to allow for people to park outside of the garage, but in this situation <br />the alleyway serves as a private driveway. He felt that the alleyways provided for a very nice <br />presentation on the main road and makes the development much more pedestrian friendly. <br /> <br />Councihnember Strommen stated that it was very important to include a public street in the <br />development. <br /> <br />Associate ?lanner Wald noted that staff has advised the developer that they would like to have a <br />main public street with two access points. <br /> <br />City Council Work Session/November 3, 2003 <br /> Page 4 of 13 <br /> <br /> <br />
