Community Development Director Frolik replied that Diamonds paid a permit fee when they <br />held their music event, but other than that the City has collected no other fees. <br /> <br />Councihnember Pearson inquired as to what the parking problems were. <br /> <br />Director of Public Works/Fire Chief Kapler explained that the Anoka and Ramsey Lions clubs <br />shuttle people to and from the event, which is not a problem. The parking problems the Police <br />Department is referring to is parking in the residential areas. <br /> <br />Councihnember Pearson stated that he thought the Game Fair was a great event and he was <br />confident that they could work out the issues. <br /> <br />City Administrator Norman suggested that the Ramsey Lions and Ramsey Rotary clubs handle <br />the parking rather the Anoka Lions. <br /> <br />Mr. Delaney explained that when the event first started, the Ramsey Lions did not exist so the <br />Anoka Lions handled the parking and he personally paid for the busses. As the City of Ramsey <br />grew they created their own Lions group as well as the Ramsey Youth Athletic Association and <br />tbcy were given the opportunity to assist with the parking because it is a good fundraiser for the <br />group. The athletic association was never able to bring in volunteers to work the event. If the <br />Ramsey Rotary club wants to get involved with the event he would have no problem with that. <br />The event is a big fundraiser for the organizations, but he wants to make sure they have the <br />necessary volunteers. In regards to fees being charged for large events, he would recommend <br />that thc City require a flat fee rather than basing it on how large the event may be. <br /> <br />Community Development Director Frolik noted that part of the parking problems have to do with <br />thc activity that is occurring on the surrounding properties by opening their lots up for parking, <br />and selling of things. <br /> <br />Councihnember Strommen replied that she did not know how to get around those types of issues. <br />That happens anywhere when large events are held. <br /> <br />Police Chief Way stated that one of the things they could do to offset some of the costs the City <br />is incurring would be to charge a fee for the entire event or charge each individual as a transient <br />merchant. <br /> <br />Councihnember Cook stated that the City may have to set a flat fee for such an event and then <br />require that an additional officer be placed on duty during the event. <br /> <br />Police Chief Way replied that he would like to move in that direction so that they have an officer <br />available to address the issues that occur during the event without impacting the coverage in the <br />rest of the community. <br /> <br />Consensus of the Council was to direct staff to meet with Mr. Delaney and put together a list of <br />recommendations and then bring the issue back for Council discussion. <br /> <br />City Council Work Session/November 3, 2003 <br /> Page 3 of 13 <br /> <br /> <br />
