Director of Public Works/Fire Chief Kapler explained that the Public Works Department <br />commits man hours for erecting and removal of 'no parking' signs in the area as well as cleaning <br />the Central Park parking lot. <br /> <br />Community Development Director Frolik explained that the conditional use permit that was <br />issued to Charles Delaney of Armstrong Kennels in 1985 included very few requirements. Since <br />that time the event has grown very large and the City is incun'ing a significant amount of costs. <br />Ms. Frolik explained that it was possible for the City Council to amend the conditional use <br />permit to require that the City be reilnbursed for some of those costs. <br /> <br />Mayor Gamec stated that the event is becoming larger each year, which is great, but it is placing <br />more of a demand on City services. <br /> <br />Charles Delaney replied that the parking lot clean-up is supposed to be the responsibility of the <br />Ramsey Lions and if they are not cleaning up the area he has no problem doing so with the staff <br />he hires for the event. In regards to the placement of signs, he purchased all the signs for the City <br />several years ago and the City has always put them up. He would be more than willing to place <br />the signs themselves to take the burden off City staff. As far as the street vending that is <br />occurring from the neighbors that is not something he has control over. Two years ago the City <br />talked about requiring a special permit for such activity, which he would not oppose. As far as <br />the complaints from other neighbors he really does not hear them. He personally has never had a <br />counterfeit bill, if others have, he was not aware of that. Mr. Delaney requested that the Police <br />Department inform him personally of any problems; that way he can work with the Police <br />Department to try and correct the situation. <br /> <br />Mayor Gamec stated that he has heard that some of the neighbors have made a significant <br />amount of money during the event and he did not know if that was something they could control. <br /> <br />Councilmember Elvig inquired if it was possible for staff to put together a list of <br />recommendations to try and address some of the concerns and then bring those recommendations <br />back to the Council. He stated that he likes to see the event growing and succeeding each year <br />and would like to work with Mr. Delaney on the issues. He pointed out that the event draws <br />thousands of people into the City of Ramsey, which is a good thing. <br /> <br />Mt'. Delaney noted that he was willing to give the City ofRamsey a booth at the event to notify <br />people what is going on in the community. <br /> <br />Councihnember Cook stated that Mr. Delaney was not the only businessperson that is holding <br />such an event in the City and as the City grows they are probably likely to see more of these types <br />of events. He felt that the City should draft a policy identifying how these types of events will be <br />handled. <br /> <br />City Administrator Norman noted that the other events that have occurred in the City have paid a <br />f'ce to thc City. <br /> <br />City Council Work Session/November 3, 2003 <br /> Page 2 of 13 <br /> <br /> <br />
