Jim Norman <br />CiD' Administrator <br />City. of Ramsey <br />15153 Nowthen Blvd. NW <br />Ramsey, ~VLN 55303 <br /> <br />Re: Rum River Commercial Area MaSter Plan <br /> <br />Dear Jim: <br /> <br />Based on our recent meeting, we have prepared a work progam to address planning issues for the <br />redevelopment of the Rum River Commercial Area and surrounding vicinity generally located at the <br />intersection of TH 47 and 167t~ Avenue Northwest. The basic question this master plan seeks to address <br />is, "how should this area redevelop given the desire to exzend public water and sanitary ~ewer services ?" <br />Our understanding of the project includes the following: <br /> <br />· The City is seeking to create a comprehensive, pro~essive redevelopment plan for Ramsey's original <br /> neighborhood commercial area. <br />· A market study for the area was prepared by the McComb Group in July of 2003 that will serve as a <br /> basis for.identi~ing potential land use types and associated size for planning purposes. <br />· The Ci.ry is rethinking its 1991 Sanita~ Sewer Plan which assumes rural areas of the community will <br /> not be served with sanitary, sewer. Bo[ton and Menk is preparing a sewer feasibility study for this <br /> area of the community, which was t.o be completed in October of 2003. The redevelopment plan will <br /> take into consideration the conclusions of that study. <br />· Ramsey Town Center has broken ground and is likely to change the dynamics of the community and <br /> surrounding area. The influence it will have on the community has yet to be measured but excitement <br /> and anticipation is growing. <br />· The Rum River Commercial Area is likely to experience positive spin-off from Ramsey Town Center. <br />· This master plan would provide the basis for other subsequent decisions that may be made such as <br /> comprehensive plan amendments, capital programming, and other fiscal planning.. <br /> <br />Expertise required for the project includes planning, landscape architecture, fiscal analysis, market <br />analysis, civil engineering and possibly traf~c engineering. We will work with Bolton and Menk, already <br />retained by the City to prepare a sewer feasibility study, on trunk utility locations, service areas and <br />capacity issues. We have also worked extensively with Jim McComb and will interface with his firm as <br />needed to bridge the market analysis and master planning efforts. As needed, we will utilize Benshoof <br />and Associates for traffic related issues. You may recall, Jim Benshoof was also a team member of ours <br />in preparing. Ramsey's Comprehensive Plan.
