Jim Norman <br /> <br />November 7, 2003 <br />Page 2 <br /> <br />Task 1 - Initial Meeting with Staff and Property Owners/Tour the Site (Meeting #1) - This meeting <br />will be used to define the study area, collect relevant project information,.identify other project area issues <br />and discuss general ideas that will help create an overall vision for the project area. The meeting would <br />involve property owners, key staff members from the City, Boltin and Menk, and HKGi. This meeting <br />would be scheduled when the results of the sewer feasibility study are known. A tour of the project area <br />will be conducted allow t-IKGi staff to become familiar site conditions. <br /> <br />Task 2 - Assemble Base Information - Assemble base map information from data available from the <br />City including but not limited to property boundaries, roadway, utility, building locations, contours, <br />wetland, and other physical features. It is our understanding that the City will have new aerial <br />photography that will be available for use with this project. Additionally, HKGi will collect and update <br />information on current zoning, comprehensive plan desi~wnations, building conditions, and property <br />values. <br /> <br />Task 3 - Preparation of concept alternatives - I-IKGi will prepare concept alternatives (up to 3) for the <br />project area. The concepts will utilize information contained in the Rum River Commercial Area Retail <br />Market Analysis as well as the general ideas discussed by the property owners in Task 1. HKGi will <br />utilize computer graphics and sketches .to communicate themes in the concepts presented.. <br /> <br />Task 4 - Review Concepts with City Staff and Property. Owners (Meeting #2) - Present concepts to <br />City Staff and Property Owners for input and feedback. <br /> <br />Task 5 - Develop the Preferred Alternative as the Master Plan - Based on input gathered in Task 4, <br />I-{KGi will assemble the master plan (preferred alternative). The master plan will include graphics <br />identifying [and uses, building forms and patterns, landscaping and site amenities, and roadway and <br />access plans. .. <br /> <br />Task 6 - Assess the Financial Feasibility of the Master Plan - Conduct a preliminary feasibility <br />analysis of the master plan focusing on funding sources as well as public and private actions necessary for <br />project implementation. <br /> <br />Task 7 - Review Master Plan Preferred Alternative with City Staff and Property Owners (Meeting <br />#3) - HKGi will present the master plan (preferred alternative) to City Staff and Property Owners for <br />input and feedback. <br /> <br />Task 8 - Revisions Master Plan Preferred Alternative - Based on input and feedback from Task 6, <br />l-~Gi will make necessary revisions to the Master Plan Preferred Alternative. <br /> <br />Task 9 - City Council, Economic Development Commission, and Planning CommisSion Review <br />(Meeting #4) - Present the master plan to the City Council, EDA, and Planning Commission in a work <br />session meeting for review and comment. Property Owners would also be invited to attend this meeting. <br /> <br />Task I0 - Revisions Master Plan Preferred Alternative - Based on input and feedback from Task 6, <br />HX. Gi will make necessary, revisions to the Master Plan Preferred Alternative. <br /> <br />Task 11 - Assemble Final Report - Assemble the final master plan report containing text and:graphics <br />that describe the process and the project outcome. Provide the City with one camera-ready copy of the <br />report and a CD containing all text and graphics. <br /> <br /> <br />
