If, for any re.on, the Konzak's are not able to comply to the existing code regarding <br />fencing and do not agree to fencing that is acceptable to the families adjoining their <br />property, then the City, of Rarnsey should put Konzak's request on hold until an <br />ordinance can be established regarding electric fences. The Konzak's should continue to <br />use the existing electrical fence that is on their property to contain their horses until a <br />City, ordinance regarding electrically charged fencing is openly debated, discussed and <br />adopted. For the City of Ramsey to approve an electrically char~ed fence 6 inches from <br />the property, line that adioins 13 residential properties is unacceptable. <br /> <br />I also want to point out how important the process is in reacking a fair conclusion to this <br />matter that minimizes acrimony among neighbors and your constituents. It is the <br />responsibility of the City and its appointed and elected representatives to serve citizen's <br />fairly and openly. At this point, I am not aware that any of the surrounding neighbors <br />were directly involved in Chris ,~derson's current proposal except for the Konzaks. <br />However, I do know that several, letters were sent out to the Konzaks from the City <br />concerning this issue. Chris Anderson's proposal is not based on due regard for the 13 <br />families that surrounds the Konzak property nor basic principles of fairness and <br />democracy. <br /> <br />The Community Development Committee needs to consider the long range plans that <br />Ramsey has tbr the City and do more to recognize the fact that Ramsey is less and less <br />rural every day. Currently Ramsey is growing ve~ rapidly, with 2000 townhouses being <br />built, and with a new Town Center in process.
