-38- <br /> <br />There was no action required. <br /> <br />2) Consider Transportation Consulting and Advocacy Services <br />The Public Works Committee recommended that the City Council authorize staff to enter into an <br />agreement with The Tinklenberg Group in the amount of $25,000 to continue their work along <br />the Highway #10 corridor with the funds coming from the Council contingency fund. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Cook, to ratify the <br />recommendations of the Public Works Committee. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Cook, Elvig, <br />Kurak, Pearson, and Strommen. Voting No: None. <br /> <br />3) Consider Site Distance Clear Zones at Intersections <br />City Engineer Jankowski provided the Committee with information for establishing standards for <br />site distance clear zones at intersections. <br /> <br />There was no action required. <br /> <br />4) Response from MnDOT Regarding Median Openings on T.H. #47 <br />The Committee was provided with a follow up letter from MnDOT indicating that a median <br />opening would not meet geometric standards, but they would be open to signalization at 142''d <br />Avenue, which Council chose not to proceed with. <br /> <br />5) Update on Monitoring of Commercial Asphalt <br />Community Development Director Frolik was present to explain that the City agreed to monitor <br />the odors coming fi'om Commercial Asphalt plant on a daily basis, which ended on November <br />1st. It was reported that 75 percent of the time there was no detection of odor and the other 25 <br />percent was mild or minimal. After the monitoring stopped on November 1st and the <br />temperatures dropped they received several complaints. The Public Works Committee <br />recommended that staff continue to monitor the odor next year. <br /> <br />Councilmember Strommen stated that the drop in temperature seemed to have a big impact on <br />how strong the odor was. <br /> <br />Director of Public Works/Fire Chief Kapler noted that a representative from Comlnercial Asphalt <br />was present at the meeting and suggested that they put out more product in a less amount of time <br />on cold days. <br /> <br />Councihnember Zimmerman stated that Commercial Asphalt has worked diligently with staff to <br />try and minimize the problem with odors. <br /> <br />Councilmember Kurak stated that she did not know why anyone should have to put up with a <br />smell when they are operating under a conditional use permit and one of the limitations is a <br /> <br />City Council/December 9, 2003 <br /> Page 16 of 23 <br /> <br /> <br />
