Law is, generally, a system of rules which are enforced through social institutions to govern <br />behavior. (Wikipedia) <br />Laws are the codification of the general need for order. In this case the city found it <br />advantageous to restrict the number of pets in a household. Large numbers of animals are not <br />appropriate in residential areas as they are noisy and disruptive. A large number of neighbors <br />have spoken out against a variance to raise the limit on the number of dogs in a household and <br />the support for a variance is very thin in the neighborhood. Most of the supporters appear to live <br />well outside of the neighborhood (from 0.5 to 5 or 10 miles away). <br />We understand that the council members are tempted to allow a variance on the grounds that it <br />might be cruel to ask the petitioners to cull their pack to three. It would also be cruel to the rest <br />of the neighborhood to allow the variance. <br />A reasonable compromise would be to allow a variance for up to 4 dogs until one of the dogs <br />dies and then the variance would be withdrawn. <br />"Democracy must be something more than two wolves and a sheep voting on what to have for <br />dinner."
