Law is, generally, a system of rules which are enforced through social institutions to govern
behavior. (Wikipedia)
Laws are the codification of the general need for order. In this case the city found it
advantageous to restrict the number of pets in a household. Large numbers of animals are not
appropriate in residential areas as they are noisy and disruptive. A large number of neighbors
have spoken out against a variance to raise the limit on the number of dogs in a household and
the support for a variance is very thin in the neighborhood. Most of the supporters appear to live
well outside of the neighborhood (from 0.5 to 5 or 10 miles away).
We understand that the council members are tempted to allow a variance on the grounds that it
might be cruel to ask the petitioners to cull their pack to three. It would also be cruel to the rest
of the neighborhood to allow the variance.
A reasonable compromise would be to allow a variance for up to 4 dogs until one of the dogs
dies and then the variance would be withdrawn.
"Democracy must be something more than two wolves and a sheep voting on what to have for
dinner."
