Letter of Intent Information: <br />Once approved to participate in the Grantee Program, MCES will provide each participating City a Letter of <br />Intent (LOI) on or around October 10, 2014 to include the following: <br />• PMA and estimated FRA for each city based on total submitted applicant information <br />• Disclaimer that all PMAs and FRAs are conditional upon participant completing and <br />substantiating sufficient eligible I&I work completed. <br />• Program design details and important dates to remember <br />• Disclaimer that LOI is not a legal binding document confirming funding, but is a stated <br />commitment to enter into agreement if city submission of required documentation <br />substantiates eligibility and funding. <br />• Authorized MCES signatures. <br />• MCES Commitment to enter into agreement at completion of the project(s), assuming <br />submission of the following that substantiates eligible work: <br />o Certification (notarized) confirming ownership or easements for locations where <br />work was completed, and <br />o Description of work, along with description or map of locations, and <br />o Invoices substantiating cost of work completed <br />Important Dates to Remember: <br />Notice of approved grant program guidelines to cities, request applications <br />Grant applications due from cities <br />MCES provide cities Letter of Intent, PMA & estimated FRA <br />Cities provide descriptions and pay claims for completed projects <br />FRA determination, grant agreement distributed <br />MCES processes reimbursement <br />Questions may be directed to the MCES Program Administrator: <br />Matt Gsellmeier <br />MCES I&I Grant Administrator <br />390 Robert Street North <br />St. Paul, MN 55101-1805 <br />Phone: (651) 602-1802 <br />Email: matt. sellmeier@metc.state.mn.us <br />August 28, 2014 <br />September 26, 2014 <br />October 10, 2014 <br />October 30, 2016 <br />November 15, 2016 <br />Upon receipt of signed agreement <br />Page - 3 I METROPOLITAN COUNCIL <br />
