Case #2: Request For Contract Extension; Case Of Louis N. Graves: <br /> <br />Motion by Councilmember Schlueter and seconded by Councilmember <br />Sorteberg to approve amending the development agreement between <br />Louis N. Graves and the City of Ramsey requiring all completions <br />on or before September 1, 1984. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Reimann, <br />Sorteberg and Schlueter. Voting No: None. Absent: Councilmember <br />Van Wagner. <br /> <br />Case #3: <br /> <br />Feasibility Study For Drainage Problems In The Area Of <br />Flintwoo~ Hills Add'iti6~: <br /> <br />City Engineer Raatikka presented copies of the feasibility study <br />and reviewed this study with Council. <br /> <br />Mr. Raatikka stated that a public hearing is required and the <br />charter requires that notice of that public hearing be published <br />in the legal newspaper and the City newsletter and as of yet <br />Ramsey does not have a City newsletter. <br /> <br />Mr. Goodrich stated that Council cannot conduct the public hearing <br />until there is a City newsletter. Mr. Goodrich also noted that <br />the issue of a City newsletter is on Council's agenda tonight. <br /> <br />Motion by Councilmember Schlueter to table this case until a <br />City newsletter is established in Ramsey. <br /> <br />Motion fails for lack of a second. <br /> <br />Mr. Goodrich read Charter Chapter 8, Section 8.05.1 aloud and <br />noted that the section does not state a minimum time limit in <br />which public hearing notices must be published; recommend the <br />Council follow State law in this case, which is 3 days. <br />Mr. Goodrich stated that Council can establish drainage <br />subdistricts, establish rates and accept the feasibility study <br />but Council cannot set a hearing date at this time. <br /> <br />Councilmember Reimann stated that indirectly, more people are <br />contributing to the drainage problem than are designated on <br />the feasibility study and will benefit from the improvements. <br /> <br />Mr. Berg stated that as the improvements continue up the line, <br />those persons will be assessed; the types of cost will vary <br />as improvements extend but the rates will be the same. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember <br />Reimann accepting the feasibility study for the drainage <br />subdistrict. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers <br />Sorteberg, Reimann and Schlueter. Voting No: None. Absent: <br />Councilmember Van Wagner. <br /> <br />Mr. Goodrich read proposed Resolution #84-113 aloud. <br /> <br />C/June 26, 1984 <br />Page 11 of 21 <br /> <br /> <br />
