Van Wagner voted 'no' <br /> to t~e contract. Mayor <br />Councilmember Van Wagper is 99/100 happy with the contract in <br />regards to liability;~respect her opinion because she did live in <br />the area of the landfill and she is now in favor of the contract. <br /> <br />Mayor Gamec stated that during final contract negotiations, the <br />north side came up and Council recommended that the negotiation <br />committee not pursue it. Due to landscaping and environmental <br />problems that exist, Waste Management decided to proceed and <br />Council cannot deny anyone their rights to ask for a Conditional <br />Use Permit and to be heard. Mayor Gamec stated that as far as <br />he is concerned the contract is excellent because it does protect <br />everyone; Council was not looking at money when they looked at <br />the contract -- we were taking into consideration liability and <br />pollution. This contract, in most .cases, doubles the protection <br />we can get with all the State agencies put together (Waste <br />Management Act, Compensation and Mitigation, County Closure and <br />Post Closure). Council did take into consideration pollution, <br />drainage, surrounding homes and loss of commercial tax base. <br /> <br />Mayor Gamec stated that Ramsey Council sent a resolution to Metro <br />Council requesting that the size of the landfill be cut down. <br />Metro Council stated that they are staying set with Site P. It <br />is a recommended site in the County but firm decision will not be <br />made until 1986. <br /> <br />Mayor Gamec introduced County Commissioner Haas, Marcia Bennett <br />Josephine Nunn of the Metro Council. <br /> <br />Mayor Gamec referred to Site P and stated 'that it came about <br />because each County had to designate landfill sites to take <br />care of it's own wastes. No one has told us to this day that <br />Site P will not be selected. Council has fought it but it looks <br />like we are doomed; there is still a chance it will not come <br />about, it's not over yet. <br /> <br />Chairman Peterson introduced Ed Moersfelder, attorney for Waste <br />Management. <br /> <br />Mr. Moersfelder introduced Hank Cook, District Engineer for <br />Waste Management; Mr. Don Otter, Vice President and General <br />Manager of Waste Management; Roger Berres, Director of Real <br />Estate for Waste Management; Mr. Terry Miller, Site Manager; <br />Jim O'Connor Vice President and District Manager for Waste <br />Management. <br /> <br />Mr. Moersfelder stated that Waste Management's purpose this <br />evening is to provide the required permit information and <br />operating plans regarding Waste Management's request. We <br />are requesting a Conditional Uge Permit to conduct additional <br />landfilling at the Anoka Ramsey Landfill and to recontour the <br />current landfill to affect certain environmental improvements. <br /> <br />Mr. Moersfelder stated that the contract that has been negotiated <br />places title to the land and current operation and land immediately <br />to the South in Waste Management and in exchange Waste Management <br />Will be compensating Ramsey and Anoka for that property.
