Mayor Gamec stated that as a result of Ms. Dickman not being present at two <br />previous Council meetings, regarding this same subject, a letter was sent to <br />her stating that if she was not present at this meeting, her request would be <br />considered void. <br /> <br />City Attorney Goodrich stated that Council should take action on Ms. Dickman's <br />request even though she is not present. <br /> <br />Mayor Gamec noted that Planning and Zoning has recommended denial of Ms. Dickman's <br />request based on the results of their public hearing. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Schlueter to <br />adopt the findings of fact of Ms. Darlene Dickman for a conditional use permit <br />to operate a counseling service by appointment only at her residence located <br />at 8451 - 166th Circle NW. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Schlueter to <br />disapprove of Ms. Darlene Dickman's request for a conditional use permit to <br />operate a counseling service for out-patients at her residence located at <br />8451 - 166th Circle NW based on the findings of fact. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #3: Flintwood Hills Second Addition P.U.D. ~ring Council Action <br /> (A. Environmental Assessment W©~rksheet (EAW); B. Final Approval <br /> <br />Of Flintwood Hills Second Addition P.U.D.; C. Approval Of Rezoning; <br /> <br />D. Approval Of Plans And Specifications And Ordering Project): <br /> <br />City Engineer Raatikka stated USGS surveyed and they do not see a problem with <br />the well. <br /> <br />Councilmember Schlueter referred to the EAW findings of fact and inquired if it <br />is proven that after dewatering for the pipe, groundwater levels come back. <br /> <br />City Engineer Raatikka replied that normally they do come back to their original <br />elevation. <br /> <br />Councilmember Schlueter inquired if an EAW was done on Ramsey's second <br />connection. <br /> <br />City Engineer Raatikka stated that the second connection is the metro line <br />coming from Anoka to Ramsey's border and it is a major project which has <br />over 50,000 gallons of flow and PCA requires an EAW and that EAW is in progress. <br />Final action on that EAW should come the end of July, 1984. <br /> <br />Councilmember Schlueter inquired how that EAW would affect any decision Council <br />makes tonight. <br /> <br />City Engineer Raatikka stat~.d that as far as extensions are concerned, that <br />EAW has to be complete before PCA would give Ramsey or Waste Control a permit <br />to extend sewer. Final action has to take place on the EAW prior to any <br />construction; plans and specs have to be prepared, developer has to post bond <br />and enter into a developers contract.
