Mr. Berg noted that a $700 printing fee for legal publication of the charter <br />itself has not been charged to the Charter Commission budget yet. <br /> <br />Mr. Schnelle summarized that the Charter Commission has exceeded their 1984 <br />budget of $950.00 and the 1983 surplus is not automatically carried over. <br /> <br />Mr. Dick $ieber - 15430 Marmoset - Member of the Charter Commission - Stated <br />that the subject city-wide mailing is most likely the last task the Commission <br />will be doing for a long time. There will be one more meeting after the <br />election to set an annual meeting date; notice of this date would have to be <br />published. There are no meetings planned between now and the election. <br /> <br />Mr. Goodrich referred to mailings regarding the charter and stated that Council <br />should not be taking a position either one way or the other; City stationary <br />and envelopes should not be used for the mailing. City Staff can assist the <br />Commission by preparing the mailings and that cost must be charged to the <br />Commission. Mr. Goodrich stated that Ramsey citizens as individuals, even <br />Councilmembers, can issue a position on the charter, pro or con, and request <br />the assistance of Staff in doing so. <br /> <br />Councilmember Reimann inquired if the Commission has any plans to use City <br />Staff time in preparing the city-wide mailing. <br /> <br />Mr. Sieber replied that the Commission only intends to use Staff to type the <br />original clear copy. The Commission plans to stuff envelopes and acquire <br />their own copying service. <br /> <br />Mr. Goodrich stated that Council has to determine if the Charter Commission <br />is entitled to a budget amount of $5,000.00 or $5,950.00 <br /> <br />Acting Mayor Reimann inquired if the subject mailing is being checked out <br />by an attorney for accuracy and objectivity. <br /> <br />Mr. Sieber stated that the mailing is a comparison of statutory and charter <br />government and a notice of the election. <br /> <br />Acting Mayor Reimann suggested that the mailing be proofread by the Commission <br />attorney. <br /> <br />Mr. Goodrich noted that the recall factor in the charter summary proposed to <br />be mailed out is not quite accurate; the charter does not allow any more <br />recall factor than a statutory form of government does. Mr. Goodrich also <br />noted that Council should not interfere in what the Commission sends out; <br />only as an individual citizen can Councilmembers state a position on the <br />charter and the mailing. <br /> <br />Acting Mayor Reimann stated that if the Charter Commission requested $5000 <br />originally as a figure within which they'would accomplish their task, then <br />they should stay within that $5000. <br /> <br />Arnie Cox - 17705 Nowthen Blvd. N.W. - The Charter Commission promised to <br />complete their performance by 1983 and it appears that they are not living <br />within that budget for that time period. The Commission has not performed <br />as they indicated to the citizens they would. <br /> <br />Mr. Goodrich pointed out that even after the mailing, the Commission will <br />be within the original $5000, but it will be very close. <br /> <br />Sp C/May 15, 1984 <br /> Page 2 of 3 <br /> <br /> <br />
