Tim Hoffman, representing the Heart Safe Program, introduced himself and indicated he is a <br />survivor of sudden cardiac arrest (SCA), the number one killer in America. He provided a video <br />presentation that detailed his medical emergency and emphasized the importance of calling 911, <br />cardiopulmonary resuscitation (CPR), and use of an automated external defibrillator. (AED). Mr. <br />Hoffman explained how Ramsey can become a Heart Safe Community, which is a volunteer <br />driven initiative relying upon community volunteers to initiate and support. <br />Bryan Platz, Coon Rapids Police Officer, reported they had raised $7,000 in two months to <br />create this video and thanked the sponsors that were listed at the end of the video. <br />Mr. Hoffman stated since this incident happened to him, he has come to know many survivors <br />and has a sense of the need to give back. He presented facts relating to the number of SCA's <br />each year being 400,000, or over 1,000 a day. He stated the nationwide rate of survival is only <br />5% but in Coon Rapids, it is 23% and in Anoka County as a whole, it is 16 %. This higher <br />percentage of survival is because with immediate bystander CPR and AED treatment, there is an <br />85% chance of surviving. He emphasized that the more people in the public who are trained in <br />CPR, the higher the chance of saving a life. <br />Mr. Hoffman and Officer Platz described how to become a Heart Safe Community, the number <br />of points required to receive that designation, and requirements that include a minimum of ten <br />new training events and 24 AED sites in public locations. Officer Platz reviewed what Ramsey <br />already has in place and estimated it could receive this designation by holding 26 training <br />sessions of ten or more people. <br />Mr. Hoffman commented on the types of government support needed for this program including <br />a map of AED locations. <br />Officer Platz reported that Coon Rapids now has 117 AED locations, noting the Fire Department <br />conducts annual business inspections and now includes a question whether the business has an <br />AED. <br />Mr. Hoffman presented a CTN News segment describing a SCA that occurred on the Coon <br />Rapids dam during a dance festival when two bystanders, trained in CPR by Coon Rapids, <br />stepped in to perform CPR and saved his life. <br />Officer Platz described the difference between a heart attack that is accompanied by symptoms <br />and SCA. He noted that in both the case of Mr. Hoffman and the man in Coon Rapids, they <br />would more than likely have died but for the administration of CPR and AED. He stated there is <br />need to train the public so they are able to overcome their fear and respond. <br />Councilmember Tossey arrived at 5:56 p.m. <br />Mayor Strommen extended her appreciation to Mr. Hoffman and Officer Platz for bringing this <br />matter to the Council and asked the Council whether there was interest in pursuing Ramsey <br />becoming a Heart Safe Community. <br />City Council Work Session / August 26, 2014 <br />Page 2 of 9 <br />
