7.04: Introduce Ordinance #14 -09 Amending City Code Chapter 117, Article II, Division <br />6 (Performance Standards), Subdivision II (Stormwater Pollution Control) <br />City Engineer Westby reviewed the staff report and recommendation to introduce an ordinance <br />amending City Code Chapter 117, Article II, Division 6 relating to performance standards and <br />Subdivision II relating to stormwater pollution control. The proposed amendments address new <br />stormwater management requirements recently adopted by the Lower Rum River Watershed <br />Management Organization (LRRWMO) including incorporation of Atlas 14 precipitation data <br />and revised stormwater infiltration requirements as well as revisions required by the Minnesota <br />Pollution Control Agency. He answered questions of the Council relating to when the ten -year <br />capture zones were determined <br />Motion by Councilmember Kuzma, seconded by Councilmember Tossey, to Introduce <br />Ordinance #14 -09 Amending City Code Chapter 117, Article II, Division 6 (Performance <br />Standards), Subdivision II (Stormwater Pollution Control. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Tossey, Backous, <br />Johns, and LeTourneau. Voting No: None. Absent: Councilmember Riley. <br />7.05: Authorize Professional Services Contract with Premier Commercial Realty to List a <br />Portion of the Ramsey Municipal Center for Lease <br />Assistant to the City Administrator Brama reviewed the staff report, pricing strategy, and <br />commission rates proposed by Premier Commercial Realty to lease underutilized space in the <br />Ramsey Municipal Center. Assistant to the City Administrator Brama stated it is staff's <br />recommendation to consider a Professional Services Contract with Premier Commercial Realty <br />to list 3,029 square feet of office space on the second floor of the Ramsey Municipal Center for <br />lease. <br />City Administrator Ulrich asked the Council whether it wanted to lease out this space, noting it <br />was not programmed for a use in the City's Strategic Plan. If the Council does support leasing <br />this unneeded space, the next decision will be to determine the company with which to list it. <br />In response to the Council's questions, Assistant to the City Administrator Brama stated the <br />exiting market conditions show there is some office space available in Ramsey but may not be of <br />the same quality and/or class as space in the Ramsey Municipal Center. He advised that the <br />pricing strategy reflects market rates and the target is a five- to seven -year lease for the <br />underutilized space. Assistant to the City Administrator Brama answered questions of the <br />Council relating to services that were not included within the rent rates. <br />Prior to engaging a leasing agent and incurring commission costs, the Council supported staff <br />making contact with governmental agencies and other entities to determine whether there is <br />interest in leasing underutilized space in the Ramsey Municipal Center. It was noted that lease <br />of this space based on the pricing strategy, would garner $120,000 over a five -year term. <br />City Council / August 26, 2014 <br />Page 7 of 9 <br />
