Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Kuzma, Backous, <br />Johns, and LeTourneau. Voting No: Councilmember Tossey. <br />7.05: Adopt Resolution #14 - 09 - 190 in Support of Heart Safe Ramsey <br />City Administrator Ulrich reviewed the staff report and recommendation to adopt the draft <br />resolution to support the Heart Safe Ramsey Program. <br />Tim Hoffman, representing the Heart Safe Program, introduced himself and described actions <br />that resulted in his surviving Sudden Cardiac Arrest (SCA). He provided statistics on the high <br />number of deaths as a result of SCA and commented on the importance of training in the use of <br />an automated external defibrillator (AED). <br />Bryan Platz, Coon Rapids Police Officer, described their goal to work as a team to increase <br />survival of SCA, the number one killer in the United States. <br />Paul Mendosa, Heart Safe Board Member, North Memorial Paramedic, and President of <br />Advanced First Aid, donated an AED trainer and C20 rescue detector to kick -start Ramsey's <br />Heart Safe Program. <br />Mayor Strommen and the Council extended their appreciation to Messrs. Hoffman, Platz, and <br />Mendosa for bringing this vital issue to Ramsey's attention and stated its support of the Heart <br />Safe Program. Residents were encouraged to watch the public service announcement posted to <br />Ramsey's website and to be trained in the use of AEDs, noting it teaches to not wait for help but <br />to be the help. <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to Adopt <br />Resolution #14 -09 -190 in Support of Hearth Safe Ramsey. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, <br />Backous, Johns, Riley, and Tossey. Voting No: None. <br />7.06: Adopt Resolution #14 -09 -192 Granting Final Plat Approval of Country Club Hills <br />Located East of Variolite Street, South of 161St Avenue; Case of Greatland Homes, <br />LLC <br />Community Development Director Gladhill reviewed the staff report and recommendation of <br />staff and the Planning Commission to approve the Final Plat of Country Club Hills contingent <br />upon conditions and revisions as outlined in the Staff Review Letter dated September 4, 2014. It <br />was noted that as directed by the Council, the Outlot has been removed. He answered questions <br />of the Council relating to Preliminary Plat issues that had been addressed and resolved. <br />Motion by Councilmember Riley, seconded by Councilmember Backous, to Adopt Resolution <br />#14 -09 -192 Granting Final Plat Approval of Country Club Hills, contingent upon revisions as <br />outlined in the Staff Review Letter dated September 4, 2014, and the following: <br />City Council / September 9, 2014 <br />Page 7 of 9 <br />
