Voting No: None. <br />7.07: Adopt Resolution #14 -09 -181 Accepting Bids and Awarding a Contract for <br />Improvement Project 14 -24, Center Street Improvements — Sunwood Drive to <br />Ramsey Parkway <br />City Engineer Westby reviewed the staff report and advised that eight bids had been received. <br />He presented the recommendation of staff and Hakanson Anderson to accept bids and award a <br />contract to Douglas -Kerr Underground, LLC in the amount of $483,331.31 for Improvement <br />Project 14 -24, Center Street Improvements; Sunwood Drive to Ramsey Parkway. He advised of <br />three items, totaling under $20,000, that were not eligible in the Transit Oriented Development <br />(TOD) Grant. It was noted that no assessments will be levied as part of this project. <br />Motion by Councilmember Backous, seconded by Councilmember Riley, to Adopt Resolution <br />#14 -09 -181 Accepting Bids and Awarding a Contract for Improvement Project 14 -24, Center <br />Street Improvements — Sunwood Drive to Ramsey Parkway. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Backous, Riley, Johns, <br />Kuzma, LeTourneau, and Tossey. Voting No: None. <br />7.08: Consider Response to City of Anoka Comprehensive Plan Amendment <br />Community Development Director Gladhill reviewed the staff report and consideration of the <br />City of Anoka Comprehensive Plan Amendment changing its Land Use Plan. He explained this <br />item was removed from the Consent Agenda as a resident had raised concern relating to a <br />McKinley Street connection that would be a low cost/high benefit project. However, due to <br />many reasons, Anoka has indicated it was not ready to discuss a McKinley Street connection at <br />this time. He stated that opportunity will be addressed, when appropriate. <br />The Council supported working cooperatively with the City of Anoka, noting the <br />recommendation does not restrict the opportunity to address future Highway 10 improvements. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Kuzma, to approve the <br />City response to the City of Anoka Comprehensive Plan Amendment. <br />Further discussion: Councilmember Backous stated it was indicated staff has been successful in <br />gaining Anoka's support on transportation issues; however, recently they also backed off support <br />for a Highway 10 Coalition and they were not supportive of a project on CR 47. Community <br />Development Director Gladhill noted Anoka had supported Ramsey with the Armstrong <br />City Council / September 9, 2014 <br />Page 8 of 9 <br />
