City Administrator Ulrich stated it is expected the interchange will eventually drive up the <br />property value, driving out interim uses in favor of more permanent uses. <br />Councilmember Backous asked about the condition of the existing structures on the former <br />paintball site. <br />Mr. Janzen stated one of the towers would have to be removed and the other structure is only a <br />shell without electrical service. <br />Councilmember LeTourneau advised that the plywood no longer secures the door on the building <br />so, perhaps, staff should look at that property. <br />Mr. Janzen concurred that is the case. <br />Community Development Director Gladhill stated staff will follow up on that issue. <br />Councilmember LeTourneau stated he is in favor of this site but would like a better <br />understanding of the terms for the Interim Use Permit and when it would no longer be in effect. <br />Councilmember Backous asked Mr. Janzen to either retract or correct the statement posted to the <br />Ramsey Raceway Facebook page. He stated his personal post was already deleted. <br />Mr. Janzen stated he does not operate the Ramsey Raceway Facebook page but had asked the <br />lady who operates it to correct that posting. <br />Mayor Strommen agreed it needs to be corrected so the focus returns to finding the appropriate <br />site. <br />City Administrator Ulrich stated the Interim Use Permit process will require a public hearing to <br />receive input. <br />Councilmember Backous noted the proposed location is in such close proximity to the current <br />location that it impacts the same property owners. <br />Councilmember Riley asked about Ramsey Raceway being in arrears in payment to the City. <br />Mr. Janzen stated he is prepared to make that payment tonight. <br />The consensus of the Council was a willingness to consider the former paintball site as an <br />Interim Use Permit site for Ramsey Raceway. <br />2.02: Discuss an Ordinance Licensing Massage Establishments and Massage Therapists <br />Police Captain Katers reviewed the staff report, noting that the Council had previously discussed <br />a proposed ordinance that would license massage establishments and masseuses.
