Councilmember Backous stated he was not forwarded the courtesy by Mr. Janzen to have that <br />conversation. <br />Mayor Strommen acknowledged that was the case. <br />Councilmember Backous encouraged all involved to stay above the `politics' of this <br />consideration. <br />Mayor Strommen asked Mr. Janzen if he had already talked with the owner of the former <br />paintball site. <br />Mr. Janzen stated he has and the feasibility of the former paintball site will depend on what the <br />owner proposes for a deal. <br />Councilmember LeTourneau stated he appreciates that this topic returned but the Council had <br />already indicated support for this use and encouraged Ramsey Raceway to find an appropriate <br />site. He asked whether the City's ordinance restricted this type of use on this property. <br />City Administrator Ulrich stated the consideration is conceptual; however, staff can provide <br />more detail on the types of approval and application process required. <br />Councilmember Riley asked whether any Ramsey location is currently zoned for this use. <br />Community Development Director Gladhill explained that this would be considered Outdoor <br />Recreational, which falls in the business and highway corridor. He stated the site under <br />consideration has the same zoning as The COR. It would still be considered as an Interim Use <br />Permit (IUP) as there are more stringent restrictions in that district. The Planning Commission <br />considered a more traditional retail use for this corner so it would be recommended as an IUP. <br />Councilmember Riley stated this site has already been used in a similar fashion and is in close <br />proximity to their current site so he thinks it does make a lot of sense. <br />Mr. Janzen agreed this site is the best fit to this point. <br />Councilmember Backous noted another consideration is that the noise regulations may not be an <br />issue as it is near the railroad tracks. <br />Community Development Director Gladhill agreed the ambient noise is much higher in this <br />corridor than the site previously considered. <br />Councilmember Kuzma asked about the impact of the bridge that will be constructed. <br />Community Development Director Gladhill stated this site is outside the limits of construction <br />for the Armstrong Boulevard interchange. <br />City Council Work Session / September 9, 2014 <br />Page 3 of 9 <br />
