Councilmember LeTourneau asked whether the original or the red -lined ordinance would be <br />presented to the legitimate businesses. <br />Mayor Strommen suggested presenting both and allowing the legitimate businesses to comment <br />on both. She also suggested staff hold personal conversations with business owners so helpful <br />comment is received rather than a `yes' or `no' response. <br />The Council agreed. <br />Councilmember Riley agreed this is a serious issue and indicated that he does receive comments <br />regularly as there is a questionable establishment in his Ward. <br />The consensus of the Council was to support staff obtaining input from legitimate massage <br />businesses on the original version and the red -line version to learn if any of the ordinance <br />provisions and/or application requirements would be burdensome. <br />3. TOPICS FOR FUTURE DISCUSSION <br />City Administrator Ulrich stated an issue has been raised relating to a helicopter spraying <br />operation that could be looked at relating to environmental impact and public nuisance. <br />Mayor Strommen stated a human health question was raised as the helicopter was spraying a <br />type of vegetative fungicide. She agreed it would be helpful for staff to provide information on <br />this topic. <br />City Administrator Ulrich provided an update on future meetings. He stated a future topic will <br />be the Rivers Bend Park conservation easement. City Administrator Ulrich asked if the Council <br />would be available for a Special Work Session on October 7, 2014, to review the internal Police <br />Chief candidate. <br />The Council expressed no objection to scheduling a Special Work Session on October 7, 2014. <br />City Administrator Ulrich advised of Public Works Committee agenda topics that will include a <br />site visit to an area with a drainage issue. <br />Councilmember Riley stated he had a hard time navigating the City's utility billing and <br />understands there is only one company that can be used but he would like to know more about <br />this issue to determine whether there are other viable alternatives. <br />Councilmember LeTourneau suggested Councilmember Riley review the issue, get answers to <br />his questions, and then bring it forward to the Council if he finds it to be a worthwhile <br />consideration. <br />City Administrator Ulrich explained the City used to use Connexus for utility business and then <br />solicited proposals from private businesses and went with Opus 21.
