Councilmember Backous stated the level of service is subjective; it's impossible to benchmark. <br />You forget the toll it takes on our staff to keep picking up additional responsibility with no more <br />pay. We need to keep that in mind. People are not as productive, not as effective, not as happy. <br />We will lose quality people and will not attract quality replacements. <br />Councilmember Tossey asked if the City is paying overtime to Police Officers and, if so, are we <br />losing money in overtime. <br />Mayor Ramsey stated we will have to cut services. We cannot do our road reconstruction and <br />keep the current level of service. We have to make the hard decisions — and reiterated he would <br />not vote in favor of raising taxes. <br />Councilmember Backous stated he is not in favor of raising taxes either but we will have to pay <br />for the past at some point and we may have to raise taxes. <br />Councilmember Tossey stated we need to figure out where we are at. <br />City Administrator Ulrich stated we will have to calculate the impact of the drop in property <br />valuation. We need to show the impact of putting an Economic Development position back in <br />the budget. We should also look at retirements coming up. <br />Councilmember Elvig stated the good thing is, we got started on this early. We need to get a <br />consensus on some of this. We are not pinning everything down - we need to keep dialog and <br />debate and discussions open. We do not know if we can get this done in 30 days. <br />Councilmember McGlone stated the target is moving. He found out his house is worth less. He <br />is okay with a little less grass cutting in the parks and he is okay with increased taxes. You can't <br />be afraid to say what you have to say. <br />Councilmember Tossey stated we do need to make some changes. <br />Councilmember Backous stated we do not seem to be getting anywhere. <br />Mr. Ulrich asked if there is consensus on the road reconstruction - $1.5 million over the next <br />three years. <br />Councilmember Elvig replied he is in for $1.5 million over the next three years. <br />Councilmember Wise stated he is in for $1.5 million over the next three years with a 20% <br />assessment — we need to have that. <br />Mayor Ramsey stated that was at 50% assessment and asked where we will find that other 30 %. <br />Mr. Ulrich suggested we could do cash flow calculations. <br />City Council Work Session / May 29, 2012 <br />Page 11 of 12 <br />
