Voting No: None. <br /> <br />Council recessed at 9:55 p.m. <br /> <br />Mayor Gamec called the regular Council meeting back to order at 10:15 p.m. <br /> <br />COUNCIL OLD BUSINESS <br /> <br />Case #5: Proposed City Policy For Administering Of On-Site Sanitary Septic <br /> System (Chapter 150.01 Of City Code): <br /> <br />Councilmember Schlueter stated that the on-site septic system ordinance is <br />complex even as rewritten but the City should try and enforce the intent of <br />the ordinance. We should begin a process by which homeowners are responsible <br />for maintaining their own on-site septic system and do it in a way where the <br />City cooperates to the fullest. Councilmember Schlueter stated that she would <br />like Council to consider allowing her to work with the City Administrator and <br />City Building Official for the purpose of trying to set up some sort of <br />workable cooperation to at least try to enforce the intent of the ordinance <br />and letting the homeowner take the responsibility of letting the City know <br />the status of their system. <br /> <br />Councilmember Sorteberg inquired if Councilmember Schlueter is suggesting that <br />the City not go with mandatory pumping and inspections. <br /> <br />Mayor Gamec stated that at the time Metro Council mandated this ordinance, he <br />informed them that Ramsey would begin to enforce the ordinance when Ramsey <br />could afford to. <br /> <br />Mr. Schnelle stated his concern as the people not taking proper care of their <br />systems and polluting themselves; should the City take the easy way out by <br />putting the responsibility on the homeowner or should the City get a better <br />handle on it. <br /> <br />Councilmember Sorteberg stated mandatory inspections is a worse choice because <br />it is too expensive and pumping every 3 or 4 years is good insurance but not <br />necessary. Sending all homeowners literature on proper care of on-site <br />systems won't hurt and won't cost too much. <br /> <br />Mr. Berg stated that in reviewing the water tests that come in he finds that <br />nitrate levels are increasing; this is an indication that the general public <br />is polluting themselves. <br /> <br />City Attorney Goodrich stated that the City should do what it's ordinance says <br />or change the ordinance to do what the City wants. <br /> <br />Motion by Councilmember Schlueter and seconded by Councilmember Sorteberg to <br />table this case until Council's meeting on May 8, 1984. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner.
