Tom Falls - 7920 152nd Lane - Project #84-6 - At the time our area was black- <br />topped, Mr. Cox was serving on the Council and he stated that once the streets <br />were blacktopped at the expense of the residents, all other costs of street <br />maintenance would be picked up by the City. <br /> <br />Mayor Gamec replied that at one time it was intended that sealcoating would <br />come out of the general fund but when you have 7 or 8 areas due for sealcoating <br />it would be impossible to co~er all those costs without raising the levy limits. <br /> <br />Tom Falls - Council should be accountable for what they say. <br /> <br />Councilmember Reimann - Stated that there has been a drastic economic change <br />and oil prices have increased to a point where the City budget could not <br />absorb the cost of sealcoating. <br /> <br />Marge Lurid - Project #84-15 - Our roads are not even 4 years old and we <br />were also told that the City would pick up the cost of sealcoating. What <br />does Council tell people now that are considering blacktopping their areas? <br /> <br />Mayor Gamec replied that Council informs those persons that they will be <br />responsible for the cost of sealcoating also. <br /> <br />Bob Longfield - Project #84-15 - Most of the traffic in our area is due to <br />the park being there. <br /> <br />City Engineer Raatikka replied that the City picks up the assessment to the <br />park. <br /> <br />Resident - Project #84-15 - Due the residents have a vote in whether or not <br />the project is ordered? <br /> <br />Mayor Gamec replied that the residents do not have a vote, that the d~cision <br />is made by Council. <br /> <br />Larry Enfield - 5401 173rd - Project #84-15 - The notice sent to the property <br />owners refers to a.fMinneSota statute and who determines whether or not the <br />roads are in need of sealcoating? <br /> <br />City Engineer Raatikka replied that Minnesota State Statute 429 allows cities <br />to assess property owners for improvements made that benefit the property. <br />Determination of need is made by the street superintendent and city engineer. <br /> <br />Bob Longfield - Is Street Superintendent Mevisson an authority on sealcoating? <br /> <br />City Engineer Raatikka replied that the decision regarding when to sealcoat <br />is made based on recommendations of the Minnesota Department of Transportation. <br /> <br />Ken Wagner - 8410 156th Lane - Project #84-5 - Statute 429 states that <br />improvements can be assessed to the property owner; sealcoating is maintenance. <br /> <br />Mayor Gamec replied that 429 specifies that anything that improves the <br />property can be assessed to the property owner. <br /> <br />Ken Wagner - People that have blacktop are being penalized; are the residents <br />on dirt roads be assessed for grading? <br /> <br />Sp C/April 17, 1984 <br /> Public Hearing <br /> Page 2 of 5 <br /> <br /> <br />
