Mayor Gamec replied that the City is considering assessing for grading <br />and if a request comes in for a Class 5 road, the cost will be assessed <br />to the property owners. <br /> <br />Carolyn Hamilton - 814- 153rd - Project #84-5 -When will the streets be <br />torn up in order to install city sewer and water? <br /> <br />Mayor Gamec replied that sewer and water will not be installed unless the <br />residents of that area petition for it or there is a health hazard. This <br />policy is an ordiance in the City and future Councils cannot change that <br />policy unless they change the ordinance. <br /> <br />Carolyn Hamilton - Am selling my house and the closing is in 9 days and <br />one of the reasons for selling is the City has allowed a semi tractor- <br />trailer to park in the neighborhood for 6 years. I have been told by <br />the police department there are no ordinances to protect residential <br />areas from this type of situation. The road might not need sealcoating <br />if these types of equipment were kept off residential streets. <br /> <br />Mayor Gamec replied that Ms. Hamilton's street falls outside the urban <br />area and that is the reasons for problems in restricting parking. Mayor <br />Gamec also stated that he thinks pending assessments must be placed in <br />escrow when the sale of a home is involved. <br /> <br />Don Lurid - Project #84-15 - Don't think oil prices have increased so much <br />that it would force City to assess property owners for sealcoating. Is <br />the City picking up a portion of the cost of sealcoating? Presented a <br />letter dated October 10, 1959 regarding Street Improvement Project ~79-1 <br />(Blacktopping for Brookview Estates) in which Resolution #79-75 was <br />referred to. Resolution #79-75 states certain costs as the only only <br />costs for a t0 year period. <br /> <br />Mayor Gamec replied that Resolution 79-75 only address Project #79-1, <br />which was the blacktopping itself. Sealcoating is another? separate <br />project. <br /> <br />Bob Longfield - Who brought up the matter of sealcoating? <br /> <br />Mayor Gamec - Council did; we have to keep tabs on each area regarding <br />when sealcoating is necessary. <br /> <br />Tom Fails - How can Council tell us our roads won't have to be replaced <br />because of sewer and water? All the future Council would have to do is <br />change the ordinance regarding sewer and water. <br /> <br />Mayor Gamec replied that somebody has to make the decision and if you don't <br />like the decisions that are being made; that is what elections are for. <br /> <br />Tom Falls - If we can find in past minutes, proof that Council told us there <br />would be no other costs to the property owners after initial blacktopping, <br />must Council abide by those minutes? <br /> <br />Mayor Gamec replied that in order to keep up with changing needs, a City <br />can change it's ordinances. If sealcoating were to be paid for by the <br />City's general fund, you would end up paying more than if you paid for <br />your particular area by individual assessments.
