Tom Falls - Agreed that his streets get plowed, but there has been no patching
and culvert cleaning; where does that money go that is saved by not doing these
things?

Joe Galindo - 15645 Traprock Street - Project ~84-10 - Property taxes are
$2500/year; with sealcoating it will be over $2600. It would have been
cheaper to build my home in Edina; in Ramsey I have no city utility service,
no fire protection; what am I getting for my money?

Mayor Gamec requested that Mr. Galindo read the breakdown of his taxes.

Joe Galindo - City - $400, County - $600, School District - $1300.

Mayor Gamec pointed out that Ramsey's portion of those taxes is very little.
This is part of a big problem we deal with every day in Ramsey; Minnesota
tax formula .

Joe Galindo - Five years ago the cost of installing our blacktop street was
$13,000 and now you want almost % of that again just for Sealcoa~ing. At
those prices, let the road break up and put in a new one in another 10 years.

Resident - Project #85-15 - If we are going to be assessed on sealcoating
a road that is used extensively because of the park, close the park.
Hundreds of people come into the area to use the park and it creates more
problems than it is worth. I pay school taxes and I don't have children;
why not collect money for sealcoating out of the tax money automatically
also.

Cheryl Anderson - 7820 151st - Project ~84-6 - Is each project considered
indiVidt%atly or will a decision on whether or not to sealcoat be made on
the projects collectively?

Mayor Gamec replied that each project will be considered individually.

Cheryl Anderson - Our roads get very little use and don't feel sealcoating
is necessary yet.

Resident - Project #84-15 - Presented a scenario of being employed and
employer saying he can't afford to pay you. Wasn't the increase in oil
costs considered when Council promised not to assess for sealcoating?

Mayor Gamec stated that cities have gone bankrupt and if we operate on an
even keel we can avoid that. The hardest thing Council has to deal with
is local aids and you have to get into understanding the whole tax structure.

Don Lund - Project #84-15 - It is always brought up that in comparison to
the rest of the Metro area, Ramsey's taxes are quite low; that is not a
true picture. The cost of living in Ramsey is high and that is not reflected
in the taxes.

Mayor Gamec replied that the City does look at the total cost to live in
Ramsey. Six years ago there was a mass exodus of people that could not
afford to live in Ramsey. Council cannot do much about taxes because our
hands are tied by State law.

Tom Johnstone - 7550 158th - Project ~84-10 - There are some cracks in our
road that were caused by the installation of underground electric and gas;
shouldn't the utility companies be held responsible?

Sp C/April 17, 1984
Public Hearing
