Mr. Goodrich stated that we need to bring City direction and ordinances <br />together. <br /> <br />Mr. Berg stated that the reduced square footage requirement is condusive to <br />affordable housing. <br /> <br />Mayor Gamec stated that the sewer service REC charge is too high for <br />multiple dwellings. <br /> <br />Mr. Berg stated that multiple dwellings should receive a percentage of a P~EC <br />charge. <br /> <br />Mr. Raatikka stated that it is less expensive to service a 100 unit apartment <br />building than it is to service 100 single family dwellings. <br /> <br />Mr. Berg stated that SAC charges to multiple dwellings receive a credit. <br /> <br />Mr. Schnelle suggested that the REC charges to multiple dwellings be formulated <br />on the same basis as SAC charges. <br /> <br />Mr. Goodrich summarized the discussion thus far as: <br /> <br />There is a need for affordable housing and the tools for that are: <br /> <br /> 1. Lesser lot size <br /> 2. Lesser house size <br /> 3. Reduction in REC charges for multiples <br /> <br />Councilmember Schlueter stated that she has trouble accepting that there is <br />a need for affordable housing in Ramsey right now. <br /> <br />Mr. Berg stated that the current City Code has laid the groundwork for that <br />type of housing already. <br /> <br />~ouncilmember Reimann pointed out that affordable housing not only pertains <br />to the young and the seniors but to those persons who want to change their <br />form of housing in order to be free of maintenance chores. <br /> <br />Councilmember Schlueter stated that the opportunity is here for affordable <br />housing now with lesser lot and house size and a zoned urban area; there is <br />no need to push for development of affordable housing. <br /> <br />Mr. Ken Peterson stated that some people are having a difficult time with <br />the density issue and if it's not what we want, we better revise our <br />ordinances. Mr. Peterson further commented that it is difficult to serve <br />on a commission and have a developer show you in black and white that his <br />proposed density is allowed and have a number of citizens in the audience <br />telling you they don't want that density in Ramsey. Mr. Peterson stated <br />he is in favor of the City hiring a planner to help out private interest. <br /> <br />Mr. Berg stated that he doesn't see hiring a planner as helping the individual <br />developer, but rather as helping get more tax base into the City. <br /> <br />Mr. Goodrich inquired if the City should take any more agressive action <br />towards affordable housing other than lesser lot and house size and <br />reductions in REC charges to multiple dwellings? <br /> <br />C/March 5, 1984 <br />Workshop Meeting <br /> Page 2 of 4 <br /> <br /> <br />
