Mr. Goodrich summarized the discussion thus far as not recommending that <br />the City change it's policy other than what we already have to create <br />affordable housing and that Mr. Raatikka should research a formula regarding <br />REC charges to multiple dwellings. <br /> <br />Mayor Gamec turned the discussion to the Community Sign and stated that there <br />are very important events in the community that should be posted rather than <br />the regularly Council and Commission meetings. <br /> <br />Mr. Goodrich stated that the Community Sign issue will be placed on Council <br />agenda for March 12, 1984. <br /> <br />Members reviewed Item C. Staff Background of the workshop agenda. <br /> <br />Members proceeded to review Item D. Staff Goals of the workshop agenda. <br /> <br />Discussion ensued regarding the purpose and need for a long range plan, a <br />5 year capital improvement plan. The feeling is that it is needed in order <br />to set goals for the City. <br /> <br />Mr. Greenberg stated that on of the major problems is there is so much <br />industrial land in Ramsey and it will be a problem holding that land and <br />finding people that can afford to hold that land until it can be developed <br />as it should be. We have to find a way for that land to be held without <br />taxing the owner to death. <br /> <br />Councilmember Reimann inquired as to how we convince the State and County of <br />this need for a tax break for land owners? <br /> <br />Mr. Peterson noted that ordinances allow for down zoning, but that would <br />also open the land up to home building. <br /> <br />Mr. Schnelle stated that downzoning will be changed during codification, if <br />Council approves. Downzoning could create a bad mix in the future. <br /> <br />Mayor Gamec stated that there should also be a policy to let prospective <br />buyers know where sewer and water is going to be. <br /> <br />Mr. Goodrich stated that another workshop meeting is scheduled for March 14, <br />1984 at which meeting there will be guest speakers making a presentation <br />regarding financing packages such as tax increment financing. There should <br />be an additional workshop meeting to pull together all the information <br />gathered at all the workshop meetings. <br /> <br />Mayor Gamec noted that the Charter Commission has completed the charter and <br />submitted it to the City. Mayor Gamec stated that it is a good charter and <br />a charter doesn't stop sewer and water and it doesn't stop development. <br />He stated that the Charter Commission has also found that this City is run <br />very well. Mayor Gamec further commented that the City should follow it's <br />plans and not back up; if Council sits and waits for the people to make <br />the decisions, then Council is not doing their job. <br /> <br />Mr. Ken Peterson stated that there are many times when Council should put <br />more faith in City Staff; many things could be handled on the administrative <br />level. <br /> <br /> C/March 5, 1984 <br />Workshop Meeting <br /> Page 3 of 4 <br /> <br /> <br />
