regarding the preparation of an airport master plan for Gateway North Industrial <br />Airport. ~Please refer to resolution file for Resolution ~84-19). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: Councilmember Van Wagner. <br /> <br />Case #9: Setting Of A Public Hearing Date For Rolling Green Addition: <br /> <br />Motion by Councilmember Schlueter and seconded by Councilmember Van Wagner, <br />for discussion, to adopt Resolution #84-20 calling for hearing on Improvement <br />Project #84-2 for Rolling Green Addition. Said public hearing date is scheduled <br />for April 17, 1984 at 7:30 p.m. in the Ramsey Municipal Center. <br /> <br />Further Discussion: Councilmember Van Wagner inquired if a petition had been <br />received. Mayor Gamec stated the petition was accepted in 1983. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #10: Amendment To The On-Site Septic System Ordinance, Chapter 150.01 <br /> <br />(Sewage Disposal Systems): <br /> <br />Mr. Berg stated that the proposed changes to the ordinance are to bring the <br />ordinance better into complaince with the State regulation, the Comprehensive <br />Plan and Metro Council; these agencies have reviewed our proposed revisions <br />and find them acceptable. The major change takes the financial responsibility <br />off of the City for inspections, pumping, etc. The next step is to implement <br />the maintenance program. If the City intends to comply with the Comprehensive <br />Plan, it would have to perform a city-wide study of all septic systems, update <br />any deficient systems and assess the costs back to the property owners. If <br />the City wants to maintain on-site systems, the City is also going to have to <br />make sure the systems are taken care of. <br /> <br />Mayor Gamec stated that this is developing into an expensive program. <br /> <br />Mr. Berg replied that the people do not want municipal services and on-site <br />systems and the maintenance of them, is the alternative. <br /> <br />Mr. Schnelle stated that not complying could lead to legal problems. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Schlueter to <br />amend Chapter 150.01 of the City Code entitled "Sewage Disposal Systems" <br />by substitution of the amended chapter as presented and by adoption of <br />Ordinance #84-2, which ordinance formally adopts the amendment to said <br />Chapter 150. (Please refer to ordinance file for Ordinance #84-2). <br /> <br />Further Discussion: Councilmember Schlueter stated that this ordinance will <br />bring the citizens and City together for well-maintained on-site systems. <br />City Attorney Goodrich cautioned against adopting an ordinance and not intending <br />to enforce it. Mayor Gamec stated that if health hazards are discovered <br />during inspections, the City could end up pushing sewer and water. Mr. Schnelle <br />replied that the City cannot allow the pollution of others. Councilmember <br />Sorteberg stated that he thinks the program will end up on a voluntary basis. <br /> <br />Motion carried.
