Mayor Gamec stated that the Metro Council mandates that 'you will' provide
a certain amount of area for affordable housing.

Councilmember Schlueter stated that she can go along with affordable housing
as long as it is clustered in one particular area. She also does not want to
see the required housing square footage lowered.

Mr. Goodrich posed the question 'does the City want to enable younger people
to settle in the community; do we want our senior citizens to remain here;
do we want to provide townhouses and condominiums?'

Councilmember Reimann stated that condos are the going thing and they are here
to stay.

Councilmember Schlueter stated that she is not familiar enough with condos to
commit herself to an opinion.

Mr. Donovan stated that he can go along with providing affordable housing as
long as it does not destroy the continuity of the surrounding properties.

Mr. Goodrich stated that the State says we cannot very well restrict pre-
fabricated homes; we have to allow them to settle where they choose to.

Mayor Gamec stated that if 'affordable' means 'low income, such as row houses',
he is not in favor of it. For right now and for some time, Ramsey is going to
be an area made up of the upper income bracket. He cannot see getting house
prices so low just to pull those people to Ramsey that cannot afford to live
in Ramsey.

Mr. Ippel stated that he cannot see where Ramsey has a moral obligation to
provide low income housing. There are affordable homes in the community
right now ($50,000-$60,000).

Mr. Goodrich inquired as to opinions regarding housing for senior citizens.

Mayor Gamec stated that if the senior citizen cannot afford to live in Ramsey,
he will have to go where he can afford to live.

Mr. Schnelle pointed out that structures, such as senior citizen high rises,
are allowable uses in Ramsey urban area right now. If the City is negative
to this concept, the ordinances need to be changed.

Mayor Gamec stated he has not objection to townhouses and condos.

Councilmember Reimann noted that individual units of condos and townhouses are
smaller in square footage, but remember that several condos make up one unit
and therefore the exterior size should not detract from a single residential
dwelling in the area.

Mr. Ken Peterson stated that he feel quite strongly that he would rather see
zero lot line. Double and quad type homes have been designed to fit in with
the surrounding neighborhood. He further commented that he is agreeable to
affordable housing if it means condos, townhouses and apartments. He does
not think the City should provide 235 housing.

Mr. Greenberg stated that he feels the City has an obligation to it's senior
citizens and should provide for affordable apartments. An area should be
planned for senior citizens.

C/February 8, 1984
Workshop Meeting
