purchase, PSD has requested feedback from the Planning Commission as it relates to compliance <br />with Zoning Code. The site is located in the COR-1 Sub -District and is subject to the <br />Development Plan and Development Framework for The COR. Staff requested the Commission <br />provide feedback on the use of pitched roofs versus flat roofs in addition to parking <br />requirements. <br />Commission Business <br />Commissioner VanScoy believed this project was perfect for COR-4. He did not believe it fit the <br />current or original plan. He thought it would change the character of what was trying to be <br />accomplished for this site. <br />Commissioner Maul agreed. <br />Chairperson Levine asked if the demographics show that the proposed high density site could be <br />filled. He stated he would like to review the full market analysis before this request proceeded. <br />Community Development Director Gladhill reviewed the demographic information from PSD <br />with the Commission, along with the market rates for rent. He reported that PSD was trying to <br />create a campus sort of feel with the adjacent corporate building. <br />Commissioner Brauer indicated the COR could support the high density. However, he believed <br />that the proposed four-story building would not be feasible on the proposed site. It was his <br />opinion that middle ground/market rate housing was needed in Ramsey. <br />Community Development Director Gladhill thanked the Commission for their input. <br />5.05: Review and Respond to the Metropolitan Council Regional Transportation Policy <br />Plan <br />Presentation <br />Community Development Director Gladhill presented the Staff Report stating the Metropolitan <br />Council was in the process of updating Regional System Plans (Water Resources, Transportation, <br />Parks, Housing). The Metropolitan Council has released the Transportation Policy for public <br />comment. The City's Engineering Division was preparing a response to the Metropolitan <br />Council and desires preliminary feedback from the Planning Commission. Staff recommended <br />that the draft response to the policy plan provide greater emphasis on the need for additional <br />investment in Highway 10 and Highway 47 along with long range planning for a future river <br />crossing to the City of Dayton. <br />Commission Business <br />Planning Commission/September 4, 2014 <br />Page 8 of 11 <br />
