Board Member Valentine stated that he would also think it beneficial to include salt, which
would occur over winter but recognized that the Pollution Control Agency (PCA) simply
regulates phosphorus.
City Engineer Westby noted that the PCA is beginning to focus on chlorides as well.
Board Member Hiatt questioned the impact that the amendment would have on the identified
areas.
City Engineer Westby explained that the amendment would allow for additional infiltration
efforts in a larger area of the City.
Board Member Lewis questioned the economic impact.
City Engineer Westby stated that he did not have a concrete answer for that question but
explained that there would be a cost savings to the City and other developers within the COR
because of the amendment to the infiltration boundary. He stated that he did confirm that this
amendment would comply with the State requirements.
City Planner Anderson noted that the Ordinance had been drafted in 2006 and was amended in
2013. He advised that these amendments bring the City's regulations in line with the 3rd
Generation Plan from the LRRWMO and also with the requirements from the State.
Councilmember Kuzma explained that the LRRWMO is already budgeting to draft a new
version of their Plan within the next few years and the City uses that as a framework to draft
their Ordinance.
Motion by Board Member Valentine and seconded by Board Member Hiatt to recommend that
the City Council adopt Ordinance #14 -09 amending City Code Section 117, Article II, Division 6
— Performance Standards, Subdivision II — Stormwater Pollution Control.
Motion carried.
