Mayor Gamec stated that the Council is putting pressure on the Community
School in an effort to make the program more self supporting. Council
goal is not to cut the program but to force improvements to the program.

Discussion ensued regarding whether or not there is a decrease in enrollment
because of the increase in participation fees. Mr. Hadley stated that it is
difficult to determine at this time because the activity bus has been cut to
winter quarter only and that may have some bearing on enrollment. He did
note that enrollment has dropped about 100 participants per quarter.

Mr. Hadley also noted that there are no hard feelings and that he and the
Community School Advisory Council would like to meet with Council and come
up with a budget that both parties can live with rather than go through
the process they went through this year.

Motion by Councilmember Schlueter to reinstate $2500.00 into the Community
School budget for 1984.

Motion fails for lack of a second.

Motion by Councilmember Van Wagner and seconded by Councilmember $orteberg to
adopt Resolution ~84-5 authorizing the reinstatement of $2,100.00 into the
Community School Budget for 1984. Another temporary solution would be
to acquire water from A1 Sorteberg's well at a cost of approximately
$25,000 for underground piping.

Councilmember Sorteberg stated that he intends to farm his land this year
and there would be a problem with both he and the park requiring water
at the same time. He stated he is willing to discuss the possibility
with the Park Board.

Councilmember Van Wagner inquired if obtaining water from Sorteberg could
be viewed as a conflict of interest.

Councilmember Reimann stated that if the entire Council agreed and there were
a contract, there would be no conflict of interest.

Motion by Councilmember Van Wagner and seconded by Councilmember Schlueter to
adopt Resolution ~84-6 to revise bid specs for irrigation system at Central
Park to specify a 300 gallop /minute well and to readvertise for bids and
said bids to be opened on March 20, 1984 at 11:00 a.m. at Ramsey Municipal
Center and Council to accept/award or reject bids at the regular meeting
of March 27, 1984.
