According to the City's policy, the City will view
the developer's so called financial track record; Councilmember Schlueter
stated that in her opinion, developer and builder are not synonomous. How
is the City assured that the individual builders are financially sound?
Isn't the City losing financial control?

City Administrator Schnelle replied that the developer that signs the agreement
with the City for the total project is the one who is responsible for all
obligations incurred on that project.

Councilmember Schlueter inquired if an in-depth soil test will be performed
on the property; that DNR has labelled the soil in this area moderate to
severe for building.

Mr. Carson replied that there have been considerable soil borings and 75-80%
of the property will meet split-entry type housing requirements without
major adjustments. There are soil borings available and more will be performed
as the project progresses and developer is more than will to make them
available to the City.

City Engineer Raatikka noted that soil borings will be included in the site
and design plan also.

Councilmember Schlueter noted that there is a lot of this same type of develop-
ment in the Metro area and inquired as to Mr. Carson's reasons for feeling
that multiple dwellings will be very marketable in Ramsey.

Mr. Carson replied that:

1. The area is so nice with trees, etc.

2. Property is situated on the north side of Metro area (land is less
expensive).

3. Considerable amount of people prefer to settle to the north and west
of the Metro area for better access to Northern and Western Minnesota
recreational areas.

4. Developer is looking at different styles and housing types to make
the project more attractive than similar projects in the Metro area.

C/January 10, 1984
