Councilmember Schlueter noted that Mr. Carson stated at the public hearing <br />that real estates sales projections for the next couple of years looks very <br />good and that she attended a seminar this same day, where she heard just the <br />opposite. <br /> <br />Mr. Carson stated that he gets his information from Twin City Federal, Minnesota <br />Federal, lending and mortgage institutions; he also noted that there is always <br />a better housing market in election years. <br /> <br />Mr. Darryl Fults stated that he attende~ the same seminar as Councilmember <br />Schlueter and his feeling of the meeting was that 1984 will be an exceptional <br />year and 1985 may slow down. <br /> <br />Mayor Gamec stated that a resolution will be presented to Council at their <br />meeting of January 24, 1984; this resolution will be a conceptual preliminary <br />approval of the PUD; requested input from Councilmembers as to what should <br />be included in that resolution. <br /> <br />City Attorney Goodrich replied that the subject resolution would mean nothing <br />as far as ordinance procedure is concerned; it is conceptual approval only. <br /> <br />Councilmember Schlueter stated that it was her understanding that Council <br />had already given conceptual approval at a previous meeting. <br /> <br />Mr. Carson inquired that if the developer supplied all that ordinance required, <br />could the developer get preliminary plat approval at Council's meeting on <br />January 24, 1984. <br /> <br />Mr. Goodrich replied that it would be possible if developer followed ordinance <br />requirements and procedures. <br /> <br />Mr. Schnelle stated that NDH should meet again with Flintwood I regarding <br />covenances. <br /> <br />Mr. Goodrich stated attempting for preliminary plat approval on January 24, <br />1984 is an option of the developer; there is no guarantee that Council will <br />not want more time to review items that are submitted. <br /> <br />Mr. Carson inquired as to why Council could not give conceptual approval <br />tonight and preliminary approval on January 24, 1984. <br /> <br />Councilmember Schlueter stated that it is her understanding that P&Z is <br />supposed to review the preliminary plat prior to Council. <br /> <br />Mr. Goodrich agreed with Councilmember Schlueter. <br /> <br />Mayor Gamec stated that according to ordinance NDH's next steps are as follows: <br /> <br />1. Submit the PUD to Planning and Zoning for preliminary plat approval. <br /> <br />2. Submit the PUD to Council for preliminary plat approval. <br /> <br />Submit the PUD to Council for final plat approval. <br />does not go back to P & Z for final approval). <br /> <br />(The final plat <br /> <br />Mr. Carson inquired if the public hearing for rezoning could be conducted <br />after preliminary plat approval and prior to final plat approval. <br /> <br />C/January 10, 1984 <br /> Page 8 of 13 <br /> <br /> <br />
