Raatikka to the Council regarding sealcoating projects for 1985. Mr. Berg <br />stated that Mr. Raatikka is recommending that the bid be awarded to Allied <br />Blacktop G~mpany. <br /> <br />Council unanimously consented to dispense with the reading of the resolution. <br /> <br />Motion by Mayor Heitman and seconded by Councilm~mber Schlueter to adopt <br />Resolution #85-130 receiving bids and awarding said bid to Allied Blacktop <br />Company for 1985 sealcoating projects. (Please refer to resolution file for <br />Resolution #85-130). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~nbers Sorteberg, COx, <br />Reimann and Schlueter. Voting No.' None. <br /> <br />~ Award Of Bond Sale: <br /> <br />Karen Wermager-Schultz of Evensen Dodge was present, distributed copies of <br />the bidding st~mary and reco~m~ended that the bid be awarded to Cronin and <br />Marcotte. <br /> <br />Council unanimously consented to dispense with the reading of the resolution. <br /> <br />Motion by Councilmember Reimann and seconded by Councilm~ber Cox to adopt <br />Resolution %85-131 awarding the sale of bonds to Cronin and Marcotte. (Please <br />refer to resolution file for Resolution %85-131). <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~mbers Sorteberg, Cox, <br />Reimann and ~~..~. Voting No: None. <br /> <br />Case 99: Reconsideration Of Matching Funds. For Park Develo_~ent; Case Of <br /> Ms. Marleen Loo_ven: <br /> <br />Ms. Looyen was present and referred to Council's action on June 25, 1985 <br />directing that the monies raised from the community festival, combined with <br />those from the Lutheran Brotherhood donation, be divided equally between <br />Central Park and River's Bend Park. Ms. Lo,yen explained that the reason the <br />Park Board has not made a recommendation for the spending of that money is <br />because it is difficult to plan what to do with the money until you actually <br />have the money. Ms. Looyen referred to Council Resolution %82-158 introduced <br />by Councilm~mber Sorteberg, to which Councilmenbers Sorteberg, Reimann and Cox <br />voted favorably; the resolution committed $72,000/year for Central Park <br />development. MS. Looyen stated that the she,' the Park Board and Community <br />Festival G~ittee feel that the Lutheran Brotherhood donation/community raised <br />funds should all be put towards Central Park based on the fact that there is a <br />10 year plan for Central Park development and there is not a resolution in <br />place addressing a long range plan for River's Bend Park. Ms. Looyen added <br />that she has not polled all of the Community Festival ~ittee ma~bers but at <br />least 50% of them want the funds spent at Central Park. <br /> <br />Mayor Heitman stated that a stipulation of the Lutheran Brotherhood donation <br />was that the City's matching dollars be raised through a community fund raiser; <br />it is money to be generated outside City purview and likewise, spending of it <br />should be outside City control. <br /> July 9, 1985 <br /> <br />Page 18 of 22 <br /> <br /> <br />
