Councilmem~er Cox referred to Ms. Looyen's comments regarding the Park Board not having made a recommendation for the spending of the money and noted that the April 18, 1985 Park Board minutes indicate that the money should be put in the Park's General Fund. Gouncilm~mber Cox stated that he and Mr. McCusick were responsible for the softball tournament idea as a fund raiser; it is a community wide project and should enhance River's Bend Park as well. Councilmem~er Cox stated that he had hoped the event would raise enough funds to blacktop the tennis courts at River's Bend rather than expect such a large donation to accomplish it. River's Bend Park will be utilized tr~endously; it will be surrounded by many more hemes than Central Park is. Councilm~ber Cox stated that he supports the use of tax generated dollars for Central Park; in essence, funds raised in the Community Festival are private dollars. Motion by Mayor Heitman and seconded by Councilmember Schlueter directing the Community Festival CoN~ittee to determine h~ the funds gained through the community softball tournament/Lutheran Brotherhood donation will be spent. Further DiScussion: Councilmember COx asked Mayor Heitman if he wants the Park Board or the Gommunity Festival Coa~ittee to make the determination; on June 25 Mayor Heitman stated he wanted a recommendation frcm the Park Board. Mayor Heitman stated that he feels it would be more appropriate for the Community Festival (k~mittee to make the recommendation. Mr. Goodrich stated that the people do not have to give the City the money if the City doesn't spend it where they want it spent. Councilmember Schlueter stated that the Lutheran Brotherhood did not put a stipulation on where the money is to be spent. Councilm~ber COx stated that the people donated to the festival in hopes of generating funds for the park of their choice. Councilm~m~0er Schlueter stated that the p~olic is aware that the funds will be used for parks; the final decision lies with Council. Mr. Goodrich stated that the Community Festival Committee is no different than the Jaycees or Lions; they have the option to not forward that money to the City. Councilmember Schlueter stated that the Committee has to use the money as it was advertised. Councilmember Cox stated that in light of this discussion, he feels he should resign from serving on a Community Festival Committee working to secure funds for park development that all~s the citizens a scape goat. Gouncilmember COx inquired as to h~ many raffle tickets the Mayor sold. Mayor Heitman stated that he hasn't sold any and he won' t if Councilm~mber Cox keeps it up. Council agreed to Councilmember Cox's resignation from the Community Festival Committee. Mayor Heitman restated his motion as foll(~s: Motion by Mayor Heitman and seconded by Councilmember Schlueter to repeal Council's action on June 25, 1985 regarding a 50/50 split between Central Park and River' s Bend Park of the c~mmunity softball tournament/Lutheran Brotherhood funds raised. Further, that the reccm~endation for the spending of the funds should co~e frc~ the Park and Recreation Gommission. If the Gommunity Festival Committee: chooses not to forward the funds to the City, there is no decision to make. Further Discussion: Councilm~mber Sorteberg stated he would consider repealing the June 25 action if he gets a recommendation from the Park Commission and July 9, 1985 Page 19 of 22
