Voting No: None. <br /> <br />Planning - Update On Northfork Develo_~ment Agreement <br /> Regarding Jarvis Street NW <br /> <br />Mr. Goodrich stated that Ramsey Council did enter into a <br />develofment agreement with North Fork, Inc. and a <br />contingency was that varying from the established street <br />name grid system would be contingent upon approval from 911 <br />County and Post Office. Ms. Norris has checked with those <br />agencies and they have no object. Mr. Schnelle does <br />object. <br /> <br />Mr. Schnelle stated that allowing North Fork to vary frcm <br />the street grid would set a precedent and Ramsey could end <br />up with a very confusing system. If the street grids are <br />varied frcm, it should be done with a findings of fact to <br />prevent setting a precedent. <br /> <br />Mr. Berg stated that from the emergency vehicle standpoint, <br />varying from the street grid would be confusing and maps <br />would have to be changed. <br /> <br />Police Chief Auspos agreed with Mr. Berg. <br /> <br />Coumcil consensus is not to allow Northfork Develofment to <br />vary frcm the established street grid in Ramsey. <br /> <br />Mr. Goodrich referred to the Jarvis Street issue and stated <br />that it is a street bordering the Northfork development; it <br />is half in Ramsey and half in Elk River. Ramsey has few or <br />or no residents using jarvis Street. Elk River may improve <br />Jarvis Street someday; it is difficult to put a fair <br />figure on the improvement costs that Northfork should pick <br />up; it is unfair to consider assessing the one Ramsey <br />resident on that street for the improvements. Mr. Goodrich <br />suggested deleting the subject of Jarvis Street from the <br />development agreement and when there is petition for <br />improvements to Jarvis, it can be done as a special <br />assessment project. <br /> <br />Mr. Raatikka stated that Elk River has no plans to upgrade <br />Jarvis in the near future; they did not respond to the idea <br />of putting it on their MSA system. Mr. Raatikka suggested <br />that it might be possible to make Jarvis a joint MSA system <br />with Ramsey and Elk River. <br /> <br />Council consensus is to include in the development a <br />requirement that the developer place a $10,000 non- <br />refundable escrow with the City to be used for maintenance <br />of Jarvis Street NW and this requirement is in order to <br />refund the City for anticipated damage that construction <br />vehicles and other traffic generated by the development <br /> July 29, 1985 <br /> <br />Page 19 of 22 <br /> <br /> <br />
