will have on Jarvis Street Motion by Councilmember COx and seconded by Councilme~ber Sorteberg to approve the amended develol~ent agreement with North Fork, Inc. as follows: 1. Not to allow for variances frcm the established street grid system in Ramsey. To require the developer to place a $10,000 non- refundable escrow with the City to be used for maintenance costs on Jarvis Street. Further, to authorize the Mayor and City A~inistrator to sign the amended development agreement. Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, Reimann and Schlueter. Voting No: None. Mr. Douglas Fountain stated that in Apri, 1985 Council made a decision not to require a second emergency access in Northfork. Mr. Goodrich stated that there is a second access provided for in Northfork. proposed Policy_ On Attending Seminars And Schools Councilmember Reimann stated that now that there is a union, seminars and schools should be considered a negotiating or bargaining item and be addressed in the union contract. Mayor Heitman inquired as to what the benefit would be to the City if schools and seminars are a negotiated item and employees do not attend schools and seminars. Councilmember Cox stated that there are certain things an employee must attend in order to maintain job status; that upgrading education benefits the individual for if and when he moves to a different position. Councilm~mber Sorteberg stated that Ramsey does have a good policy and questioned whether it should be changed. Councilmember Reimann stated that attendance is not the only point; there is the time taken off, meals, use of company vehicles and other spin-offs. Mayor Heitman suggested that the proposed resolution regarding attendance at seminars include wording to require that a seminar description, including the benefit to Ramsey in having an individual attend, be sutmitted.
