at other's expense, then the city manager bills the city for overtime which he <br />encourages through these after hour meetings. He also has increased the <br />paperwork tenfold to insure himself of total confusion so he can cry about <br />overwork and needing more help. It's about time this farce is turned around <br />and city management is returned to the elected council, who were elected by the <br />people, even though some are very weak sisters who were encouraged to run for <br />office by people who wanted to instill total confusion. There are others who <br />have noticed the same things taking place but are too busy trying to make a <br />living in this sick climate." <br /> <br />Gilbert Menkveld - Anoka - Stated he owns a lot of property in Ramsey; has not <br />attended Council meetings lately but sees that Council authorized spending <br />$5,000 to see if the open meeting law was violated. <br /> <br />Mayor Heitman stated that the article in the Anoka Union was incorrect; the <br />amount authorized for the investigation was $500. <br /> <br />Gilbert Menkveld - Stated that their money should be used for the <br />investigation; not the taxpayers money. <br /> <br />.ApPROVA~ OF AGENDA <br /> <br />Councilmember Cox stated that a serious situation has come up between Waltek, <br />Inc. and MPCA that should be discussed by this Council. <br /> <br />Councilmember Schlueter stated that discussions of Waltek should be held after <br />Council has received some background information on the issue. <br /> <br />Councilm~mber Cox stated that Council should discuss and possibly take action <br />tonight; irguired if this is another case of a citizen paying the freight and <br />Councilmember Schlueter not wanting that persons case to be heard. <br /> <br />Councilm~ber Schlueter replied that it is not and Councilnmmber COx is reading <br />things into it. <br /> <br />Motion by Councilm~ber COx and seconded by Councilm~mber Sorteberg to place <br />the following item on the agenda: <br /> <br />Case #11: Discussion regarding situation between Waltek, Inc. and MPCA <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~mbers Sorteberg, Cox and <br />Schlueter. Voting No: None. Absent: Councilmember Reimann. <br /> <br />Mr. Goodrich stated that there is a need for Council to address a conditional <br />use permit for a gravel operation on County Rd. #56 and Cty. Rd. #116. <br /> <br />Motion by Councilm~mber Sorteberg and seconded by Mayor Heitman to approve the <br />agenda with the following additions: <br /> <br />Case #11: Discussion regarding situation between Waltek, Inc. and MPCA <br /> <br />Case #12: Request for conditional use permit; case of Mr. Norm Holm <br /> <br />August 13, 1985 <br /> <br />Page 6 of 22 <br /> <br /> <br />
