Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox and
Schlueter. Voting No: None. Absent: Councilm~mber Reimann.

Councilmember Cox requested that the meeting adjourn at 11:00 p.m.

Mayor Heitman replied that an 11:00 p.m. adjournment would be fine; the meeting
can adjourn whenever Councilm~mber COx wants it to.

BOARD QF ADJUSTMENT PUBLIC HEARING AND MEETING

Mayor Heitman adjourned the special Council meeting at 7:45 p.m. in order to
conduct the following Board of Adjustment public hearing and meeting:

1. Request for variance to construct accessory building larger than
permitted ky City Code; case of Mr. Peter Nieder.

Mayor Heitman called the special Council meeting back to order at 8:13 p.m.

MISC~.nTANEOUS

City Attorney Goodrich stated that City Administrator Schnelle has sukmitted a
letter of resignation and this should be placed on tonight's agenda for
discussion and action.

Council consensus is to add the following item to the agenda:

Case #13: Letter of resignation from City Administrator Lloyd Schnelle

COUNCIL BUSINESS

Case #1: Newsletter Contract Approval:

Mr. Greg Bergeron - Bergeron and Associates - Mr. Bergeron stated that the last
three issues of the Tri-City Newsletter had a net loss of $1,710.57; in
checking, the last issue had a net gain of $239. It has become apparent that
Bergeron and Associates must remain an ad agency rather th~un a publication
agency. Campaign Success Incorporated, a spin-off publication agency of
Bergeron and Associates and they are proposing a contract with Ramsey, Andover
and Anoka for the publication of the Tri-City Newsletter. The current contract
with Ramsey has expired and Bergeron is proposing to publish the September
issue with Campaign Success becoming the publisher of record with the November
issue. A meeting on this subject was held with the 3 newsletter coordinators
and city administrators and they could foresee no problems as long as there
would be no change in procedures and format of the newsletter.

Councilmember Reimann arrived at this time.

Councilm~ber Cox stated that the publication frequency of the newsletter is a
concern; the C~arter contains certain things to be published in the newsletter
and the bi-monthly time frame can cause quite a delay for some things to
happen; the lead time for sukmitting articles also led to a situation of 'old
news'. Councilmember COx stated that this may be an appropriate time to change
the frequency of the newsletter.
August 13, 1985
