INTRODUCTION <br />Study Location <br />The study focused on the Highway 10 corridor between <br />the Anoka/Sherburne County line and the Rum River <br />within the Cities of Ramsey and Anoka. The study area <br />encompasses approximately seven miles of Highway 10 <br />as shown in the study area map in Figure 1. <br />The study area is a very challenging, transitional corridor <br />on the fringe of the Twin Cities metropolitan area. The <br />Highway 10 corridor transitions from a suburban freeway <br />to a signalized expressway to a rural expressway within <br />this seven mile area. Highway 10 is located between the <br />Mississippi River and the BNSF/Northstar Rail Corridor <br />and in some areas has as little as 1/8 to 1/4 mile sepa- <br />ration between the river and the railroad. <br />Study Purpose and Goals <br />FIGURE 1- StudyArea <br />The purpose of the Highway 10 Access Planning Study is to identify high -benefit improvements that are fiscally <br />responsible so that improvements can be funded, programmed and implemented incrementally. The goals for <br />the study include: <br />• Identify high -benefit, lower -cost improvements along Highway 10 to: <br />• Improve safety for motorists and pedestrians <br />• Address mobility and congestion issues to preserve the regional function of the road <br />• Recommend improvements at a scale that can be funded and maintained <br />• Prioritize investment recommendations for incremental implementation beginning in the short-term <br />HIGHWAY 10 ACCESS PLANNING STUDY 10 <br />
