KEY ISSUES <br />KEY ISSUES <br />After taking an in-depth look at both the corridor and subarea issues along Highway 10, project partners were <br />able to roll this information up to summarize the specific problems that needed to be addressed. The following <br />key issues were identified as those the study's improvement recommendations needed to address: <br />• Safety <br />• More than 1,600 crashes have occurred on this section of Highway 10 within the last 10 years <br />• There have been 13 fatalities including four pedestrians in the past 10 years <br />• Highway 10 has a crash rate greater than twice the average of comparable metro area facilities <br />• Nearly'/2 of all crashes occur in the eastern'/4 of the study area <br />• 1 in 5 peak periods experience a crash <br />• Mobility <br />• There are multiple hours of congestion daily <br />• Peak hour trip times increase more than 70 percent over off-peak periods <br />• Westbound traffic signal backs up more than one mile in the evening peak period <br />• Traffic volumes are high enough that some grade -separation is necessary <br />• Support <br />• Property owners/businesses, residents and elected officials support the need to address mobility and safety <br />HIGHWAY 10 ACCESS PLANNING STUDY <br />39 <br />
