APPROACH TO CONCEPT <br />DEVELOPMENT <br />APPROACH TO CONCEPT DEVELOPMENT <br />The thorough analysis of existing conditions and key issues described above led the project team to focus on spe- <br />cific problem areas within the corridor. Less traditional improvement strategies were considered for these problem <br />areas in order to balance the realities of funding limitations with the need to find solutions that provide significant <br />safety and mobility benefits. Consistent with MnDOT's MnSHIP Plan and Enhancing Financial Effectiveness (EFE) <br />efforts and the Metropolitan Council's Transportation Policy Plan, lower -cost, high -benefit improvement alternatives <br />were developed and evaluated to make the right, most cost effective, choices. An incremental approach to concept <br />improvements was considered. <br />Three approaches were used to develop Highway 10 improvement concepts. Each approach was intended to <br />incrementally build off the other approaches. <br />• Approach 1— Access Management <br />The primary objective of this approach is to focus on at -grade, lower cost solutions such as providing <br />frontage/backage road connections to establish a base supporting local roadway system for future access <br />modifications. This also includes closing, consolidating, and modifying driveway access to Highway 10. This <br />approach also includes reducing conflicts at signalized and unsignalized intersections. <br />• Approach 2 — Westbound Highway 10 Free Flow <br />This approach focused on providing free -flow conditions for westbound Highway 10 mainline. This would <br />improve the safety and capacity of the westbound Highway 10 transition from a freeway facility to an <br />expressway. This approach included access management improvements and focused on partial grade <br />separations at key locations. <br />• Approach 3 — Eastbound and Westbound Highway 10 Free Flow <br />This approach focused on removing stop conditions in both directions on Highway 10. This would improve <br />the safety and capacity for both eastbound and westbound movements. This approach included access <br />management improvements and focused on partial and/or full grade separations at key locations. <br />HIGHWAY 10 ACCESS PLANNING STUDY 40 <br />
