CONCEPTS CONSIDERED <br />constructed first which would grade separate westbound through traffic. The eastbound flyover would then <br />be constructed at a later date in Project 3-2-2b. Alternatively, they both could be built at the same time <br />resulting in savings up to $3 million by reducing the amount of retaining wall and length of the bridges. <br />3. Ramsey Blvd. Overpass with Right-In/Right-Out - Projects 3-3-1, 3-3-2, and 3-3-3 <br />Instead of reconstructing mainline Highway 10 to change grade, an option would be to bring Ramsey Blvd. <br />over the highway and provide right-in/right-out access to and from the bridge. This option would also achieve <br />grade separation with the railroad tracks, providing a second access to Highway 10 near The COR unimpeded <br />by the possibility of train delays. <br />Project 3-3-1 could be built first to remove the left turns at the Ramsey Blvd. signal by creating a form of a <br />quadrant intersection. The westbound 3/4 left turn would be phased out when projects 3-3-2 and 3-3-3 are <br />built which would add the overpass as well as full right-in/right-out access. <br />4. Local Street Overpass with Right -In Right -Out - Projects 3-4-1 and 3-4-2 <br />Lastly, continuous flow in both directions could be achieved by converting Ramsey Blvd. into a right -in/ <br />right -out intersection only and by accommodating north and south through movements and all left turns via <br />a local street overpass of Rhinestone St.. <br />Project 3-4-1 would build the local street overpass which would tie Rhinestone St. and The COR to Traprock <br />St. south of the highway. Project 3-4-2 could follow which would convert Ramsey Blvd. to a right-in/right- <br />out and connect McKinley St. through to provide additional connectively to Sunfish Lake Blvd.. <br />The City of Ramsey expressed concerns about this overpass as it could prevent development from occurring <br />on the south side of the highway. For this reason, the Rhinestone St. overpass was officially removed from <br />further consideration. This project could be constructed without the local overpass, however north and south <br />through traffic as well as westbound and northbound left turns would not be served at this location. <br />5. Ramsey Blvd Railroad Underpass <br />Grade separation of the railroad at Ramsey Blvd (CSAH 56) is a priority for Anoka County. This concept <br />provides an option to include railroad grade separation in conjunction with the High-T and Flyover concepts <br />at Highway 10. <br />There are several challenges with a railroad underpass at Ramsey Blvd. The design speed required to fit the <br />vertical curves into the distance between the railroad and Highway 10 is 30 mph, which is lower than the <br />55 mph posted speed along the segment. In addition, the grade sloping up to Highway 10 is over 5 percent, <br />which poses issues for vehicles waiting at the traffic signal, especially with winter road conditions. None- <br />theless, grade separation at the railroad could be achieved independent of grade separation of Highway 10. <br />Subarea 4 — Sunfish Lake Blvd (CSAH 57) <br />The CAP-X initial screening of the Sunfish Lake Blvd intersection showed some grade separation would be nec- <br />essary to achieve capacity improvements. <br />HIGHWAY 10 ACCESS PLANNING STUDY 53 <br />
