CONCEPTS CONSIDERED <br />Highway 13 at CSAH 101 in Savage, MN <br />parcels have already been purchased using RALF money. This land could be utilized for storm water ponding <br />to free up space for development in The COR area. <br />4. Realign Highway 10 Between Ramsey and Sunfish Lake Blvds and Construct North Frontage Rd - <br />Project 3-1-4 <br />The remaining private accesses onto Highway 10 within Subarea 3 are along the north side in-between <br />Ramsey Blvd. and Sunfish Lake Blvd.. Of the 14 existing accesses along the highway, five would be closed <br />and the remaining could be relocated to a new frontage road. <br />In order to fit a frontage road along this stretch without requiring a significant amount of right-of-way, <br />westbound Highway 10 would need to be shifted south. This shift will accommodate the frontage road within <br />existing MnDOT right-of-way but would still provide enough separation between eastbound and westbound <br />Highway 10. Due to the proximity of the frontage road to the westbound mainline, a median barrier would be <br />used. The westbound left turn could remain onto Feldspar St. by constructing a channelized left turn lane. <br />This concept could tie into the frontage road project identified in Subarea 4, which would complete a local <br />road network along the north side of the highway from Ramsey Blvd. to Sunfish Lake Blvd. <br />Approach 2 and 3 <br />There are multiple concepts to attain continuous flow for eastbound and westbound traffic through this <br />subarea including: <br />1. High T at Ramsey Blvd. with Local Street Overpass - Projects 3-2-1 <br />and 3-2-2a <br />This concept would create a High T intersection at Ramsey Blvd. as well as <br />a local street overpass to serve the north/south through traffic. The High <br />T would be similar to the Highway 13/101 interchange in Savage, MN (see <br />photo) but would incorporate a fourth leg on the south side as a right-in/right- <br />out. Both directions of mainline through traffic would be uncontrolled at this <br />location with westbound going over on a bridge. The eastbound and south - <br />bound left turns would remain signalized at -grade. Another option would be <br />to build the westbound flyover only and keep the eastbound signalized. This <br />would maintain crossing movements. <br />The local street overpass at Rhinestone St. would connect The COR to the south side of Highway 10, in- <br />cluding the regional park. However, the City of Ramsey expressed concerns about this overpass as it could <br />prevent development from occurring on the south side of the highway. For this reason, Rhinestone St. over- <br />pass was officially removed from further consideration. This project could be constructed without the local <br />overpass; however, north and south through traffic as well as westbound and northbound left turns would <br />not be served at this location. <br />2. Eastbound and Westbound Flyovers - Projects 3-2-1 and 3-2-2b <br />The final build -out for this concept could include flyovers for both eastbound and westbound traffic along <br />with on and off ramps. Unlike the previous concept, this idea would provide full access at Ramsey Blvd. <br />without needing additional structures or projects elsewhere. <br />The flyovers could be constructed in stages like the previous concept. The westbound flyover could be <br />HIGHWAY 10 ACCESS PLANNING STUDY 52 <br />
